Zoom chat: 2023-09-06 At-Large Consolidated Policy Working Group (CPWG)

00:17:52    John McCormac - HosterStats.com:    In the absence of the Draft African DNS market report, I was doing some work on the African markets comparing the gTLD website counts with the AFTLD.org ccTLD domain name counts. There's a serious problem with registrar infrastructure that will affect applicants in the region.
00:18:44    Gopal Tadepalli:    Greetings. - Dr. T V Gopal, Professor, Department of Computer Science and Engineering, College of Engineering, Guindy Campus, Anna University , Chennai, INDIA.
00:19:08    Michael Palage:    @John could you share your research?
00:20:03    John McCormac - HosterStats.com:    @Michael Will e-mail some of the spreadsheets. Also posted the Africa ccTLDs/gTLD counts to the mailing list.
00:22:21    Michael Palage:    Thanks John, I will go look for your emails. Look forward to reviewing it

00:40:02    Jonathan Zuck:    Should we discuss the questions that have the greatest degrees of concern instead of looking for individual input?

Anyone whp *needs* a participation trophy probably shouldn't be participating in the first place.
00:57:58    John McCormac - HosterStats.com:    Could always use the Internet Archive to archive the links and link to those.
00:59:23    Chokri Ben Romdhane:    Good night everybody thank you for the great effort
00:59:40    avri doria:    Was listening to the call, and was somewhat concerned about how changes are controlled over time and are prevented from drifting policy wise.
00:59:44    Mouloud Khelif:    Reacted to "I agree with Jonatha…" with
01:00:37    Cheryl Langdon-Orr:    Indeed Avri it is something we need to watch carefully (glad you agree with our take ;-)
01:02:15    Cheryl Langdon-Orr:    I will be joining another meeting  (but staying in this one of course  at the top of the hour so forgive my only partial attention.
01:02:23    avri doria:    Do AGB xrefs changes need to be blessed by the Spirt?
01:03:06    Cheryl Langdon-Orr:    only if they are deemed significant  under the flow chart we are building...
01:03:25    avri doria:    then it seems covered
01:04:08    Heidi Ullrich - ICANN Org:    The Holistic Review TOR PDP discussion, that is.
01:04:17    Cheryl Langdon-Orr:    the flow charting took way longer than they thought it might and we will be looping back agan later in IRT
01:05:41    Cheryl Langdon-Orr:    Re Holistic Review ToR PC  PLEASE link to the NEW ToR as well as the webinar that was held along with the ancient history that is on the wiki page
01:09:41    Heidi Ullrich - ICANN Org:    Noted, Cheryl, re the HR TOR PC.
01:12:04    Cheryl Langdon-Orr:    The 'local community' is defined as *part of* the term 'Significantly Interested Parties' (see Framework of Interpretation for RFC 1591 from ccNSO archives)
01:13:29    Cheryl Langdon-Orr:    any dilution of the importance OF  Significantly Interested Parties  *AS defined in the FOI*  is NOT a good idea in MY very biased view
01:18:08    Hadia Elminiawi:    +1 Cheryl to the importnace of  significantly Interested parties, who are necessary for the endorsement of any ccTLD string
01:21:50    Hadia Elminiawi:    @Cheryl Langdon-Orr and @Michael Palage I agree that in the past that was not necessary the case, going forwrad this is how it should be
01:23:35    Olivier MJ Crepin-Leblond:    I should add that I agree with Cheryl --- the Framework of Interpretation (FOI) demonstrated the sensitivity of the topics relating to "Significant Interested Parties"
01:23:48    Hadia Elminiawi:    5.2.1 Definition of Significantly Interested Parties. Significantly Interested Parties include but are not limited to: 1. the government or territorial authority for the Territory associated with the IDNccTLD string and 2. any other individuals, organizations, companies, associations, educational institutions, or others in the Territory that have a direct, material, substantial, legitimate, and demonstrable interest.
01:24:20    Hadia Elminiawi:    to be considered a Significantly Interested Party, any party other than the government or territorial authority for the Territory associated with the selected IDNccTLD must demonstrate that it has a direct, material, legitimate and demonstrable interest in the operation of the proposed IDNccTLD(s).
01:26:24    Jonathan Zuck:    is there a comment link?

01:35:12    Jonathan Zuck:    Just a reminder that we won't be bringing anything up with the board that isn't discussed and agreed on amongst ourselves so raise it sooner, rather than later.
