Description

The ALAC Community Engagement Subcommittee (ACES) has been created to review requests for mobilization and develop campaigns that will utilize the global At-Large networks. 

This Subcommittee works with the broader At-Large Community to ensure its strategy is implemented successfully.

ACES Charter

Purpose

The At-Large Community Engagement Subcommittee (ACES)  facilitates and organizes global mobilization efforts and community-driven identification and amplification campaigns within ICANN's At-Large community.

Goal

The subcommittee's core goal is to unify, mobilize, and empower the At-Large community, comprising the ALSes (At-Large Structures), RALOs (Regional At-Large Organizations), and individual members (IM), to implement coordinated efforts that advance the visibility, engagement, and advocacy of key issues, ensuring alignment with the broader goals of the At-Large community and ICANN's strategic objectives. 

Objectives 

  1. Reviewing and assessing requests for community mobilization and engagement.

  2. Develop and oversee strategic campaigns leveraging the global At-Large networks.

  3. Promote collaboration and active participation within the broader At-Large Community.

  4. Evaluate the effectiveness of campaigns and engagement strategies, recommending improvements as necessary.

Scope of Work

  1. Develop global campaigns by identifying gaps and target audiences.

  2. Set measurable goals and expectations for the campaigns’ outcomes.

  3. Lead the global campaigns.

  4. Achieve broad participation and engagement within the At-Large community and beyond.

  5.  Engage with the At-Large community for participation and feedback. 

  6.  Enhance collaboration between global and regional stakeholders.

  7. Design, develop, translate, and distribute multilingual campaign materials (e.g., "campaign in a box").

  8. Monitor and evaluate the effectiveness of campaigns.

  9. Monitor, evaluate, and publish successful campaigns (i.e., Case Studies).

Structure & Responsibilities

  1. Chairperson: Appointed by ALAC, responsible for leading meetings and ensuring alignment with ACES’s objectives.

    1. Lead meetings, set agendas and ensure progress toward objectives.

    2. Represent ACES in ALAC discussions and provide updates.

  2. Members: A group representing the global At-Large Community, chosen to reflect diversity in region, culture, and language.

    1. Actively contribute to discussions, planning, and implementation of campaigns.

    2. Serve as ambassadors for ACES initiatives in their respective regions.

    3. Serve in Working Groups as needed.

  3. Liaisons: Representatives from each RALO to ensure coordination.

    1. Ensure coordination between ACES and RALOs.

    2. Provide insights and updates on related activities.

    3. RALOs have the autonomy to select their Liaisons according to their rules and procedures.

  4. Working Groups: Small teams are created to address specific tasks and will be concluded once the work is completed and the scope is fulfilled.

    1. Identify and prioritize key tasks within the assigned scope of work.

    2. Establish key performance indicators to track task progress, where applicable.

    3. Collaborate efficiently to complete tasks within the set timeframe.

    4. Provide regular updates and report progress to relevant parties.

Operational Guidelines

  1. Meetings:

    1. Regular meetings will be held bi-weekly, with additional meetings scheduled as needed.

    2. Agendas will be shared in advance, and minutes will be recorded for transparency.

  2. Decision-Making:

    1. Decisions will be made through consensus wherever possible.

    2. A simple majority vote will be used when consensus cannot be reached, with the concerns of the opposing view (minority) duly recorded.

  3. Reporting:

    1. Regular progress reports will be provided to ALAC and the At-Large Community.

  4. Accountability:

    1. ACES will be guided by inclusivity, transparency, collaboration, innovation, and accountability, with integrity central to all activities and endeavors.

Deliverables

  1. Campaigns: Well-researched and actionable engagement campaigns tailored to specific goals or regions.

  2. Reports: Comprehensive evaluations of campaign outcomes, including lessons learned and recommendations.

  3. Resources: Development of toolkits and guides to support At-Large Community engagement initiatives.

Alignment with At-Large Priorities

ACES’s activities will align with ALAC’s overarching mission to represent the interests of Internet end users and strengthen the global At-Large Community.

Review and Amendments

This Charter will be reviewed annually to ensure its relevance and alignment with ALAC’s goals. ACES members may propose amendments, which ALAC will approve.


Get Involved

All who are interested in participating in the development and implementation of global grassroot At-Large campaigns are welcome to participate in the ACES. There should be, at minimum, one representative from each region. 

ICANN is now fielding enrollments through a centralized application called “ICANN Join”, which allows ICANN Account-holders to observe and participate in various community groups across the ICANN ecosystem.
