Evan Leibovitch: important not to confuse the two -- capacity building is more about retention and 'inreach' than outreach

Evan Leibovitch: @Alan: we are not trying to perfect answer. We are, by definition, advocating a role that advances the global public interest
Cheryl Langdon-Orr: most best practice for CoI is based on  foundations  of  Disclosure  rules and often VERY specific  disclosure rules
