The statement to consist of two parts: 1) Process questions re: comments - Mozilla, et al, and 2) Identify commitments the At-Large would like ICANN to make, if they did approve the sale. ID enforceable commitments for new contract with PIR (Commitments from 2002 agreement and whether they can be built into the new contract). Assess whether have created mission-driven TLD or not, if not ask them to relegate .NGO.
