At-Large policy sessions during ICANN69 included “Beyond Budapest: The UN Cybercrime Treaty and DNS Abuse," “Coordinating the Internet Unique Identifiers and the Interests of the Internet User," and “The At-Large Community and DNS Abuse: An Individual User Education Campaign."
b. Human Rights
CPWG to identify shepherds that might enlist to work with the NCSG on the topic of human rights.
c. SubPro
CPWG to include comparative analysis of ALAC, GAC, ICANN Board/org positions on SubPro to see where there may be commonality between ALAC and GAC. When on agenda, GAC members to be invited to discuss.
d. EPDP
ALAC representatives to the EPDP: Hadia Elminiawi and Alan Greenberg (ALAC Members), Holly Raiche and Bastiaan Goslings (ALAC Alternates).
4. Policy comment updates - Jonathan Zuck, Evin Erdoğdu, drafting team member(s) and all (10 minutes)
Reference Label Generation Rulesets (LGRs) for the Second Level
The ALAC addressed four areas of concern with regards to LGRs: 1) The ALAC believes that the particular registries whose practices were used (with regards to cross-script variants in the Root Zone) should be specified; 2) Missing code points that were not considered for possible variants need to be evaluated; 3) The definition of variants for SLDs needs to be substantially expanded - otherwise the level of potential confusion, and DNS Abuse, is simply too large; and 4) As something that is critical for security and the avoidance of DNS Abuse, blocking variant names should not be optional. The ALAC made a suggested revision to the text accordingly.
GNSO New gTLD Subsequent Procedures Draft Final Report
The At-Large Consolidated Policy Working Group (CPWG) held several single-issue teleconferences about the New gTLD Subsequent Procedures (SubPro) PDP earlier in 2020 in preparation for the Public Comment proceeding. A small team, led by ALAC Member Justine Chew, organized these sessions and gave weekly presentations to the CPWG on the topic. In September 2020, the ALAC submitted a statement on the GNSO New gTLD Subsequent Procedures Draft Final Report, the culmination of months of volunteer work in developing At-Large scorecards on SubPro topics, creating a survey on geographic names, and analyzing feedback from the community of Internet end users.

Issue Report on the ccNSO Policy Development Process for Selection of the IDN ccTLD Strings
This proceeding seeks feedback from the community on issues that were identified and need to be addressed with respect to selection of the IDN ccTLD strings. ccPDP will build on previous ccNSO effort on IDN ccTLD string selection and take into account the evolution of the IDN ccTLD Fast Track Process & IDN TLD variant management.
Issue Final Paper on the Proposed Policy Recommendations for the Retirement of ccTLDs
As part of the ccNSO PDP3 effort, this final paper includes proposed policy recommendations for the retirement of ccTLDs.

ICANN org. will seek public comments on ICANN's Root Name Service Strategy and Implementation.
Proposed Renewal of .AERO Registry Agreement
