AFAIC, its the old 'canary in the mine' ploy. The canary can tell when the air is bad. But without action to improve the air, what you have is a dead canary ..and, dead miners! This is the perfect bureaucratic response btw. Monitoring does not mean enforcement. And without enforcement RVCs would be worth less than a tittle!

The "content" issue is a can of worms for ICANN and it has the capability to get everything completely bogged down in arguments. It has also the capability to cross over in the DNS Abuse issues.
