Some of these applicants will be targeting under developed markets and recovering the costs of applying will be difficult to say the least. The number of registrations in the first year of operation might struggle to break 10K depending on the pricing. These applicants will be very brave to to launch gTLDs against such odds.

Where we live almost every non-profit or charity address some situation that resolves to a gap in the *public policy* . One very significant aspect of the NGO's existence is continuous advocacy for policy change. It is difficulet, at best, to draw a line between that and political action.

5.5.5 seems to be totally disconnected from the reality of business. Small and Micro businesses are, by definition, small and some of those would be considered large organisations in developing markets. Small registries might even quaify under *all* of those conditions.
