17:07:11 From Heidi Ullrich - ICANN Org To Everyone:
Welcome to the final CPWG call of 2023!
17:09:21 From John McCormac - HosterStats.com To Everyone:
Looks like the Africa DNS study won't be out until 2024. Been doing some research on the hosting market in Africa and it is amazing how much of it is hosted outside of Africa. (Down to the last 2.14% of gTLD doms to classify now.)
17:09:22 From Claire Craig To Everyone:
Replying to "Welcome to the final..."

    Thank you Heidi!
17:10:03 From Jonathan Zuck To Everyone:
Replying to "Looks like the Afric..."

    Is that really surprising?
17:10:43 From John McCormac - HosterStats.com To Everyone:
Replying to "Looks like the Afric..."

Not really. But it is the scale of the market in that there's a lot of small hosters but only a few large registrars.

17:11:41 From John McCormac - HosterStats.com To Everyone:
Replying to "Looks like the Afric..."

Some hosters have around 50 gTLD doms or so but there's a lot of them.
17:12:26 From John McCormac - HosterStats.com To Everyone:
Replying to "Looks like the Afric..."

The WHOIS privacy issue is a major problem and there are serious problems with WHOIS accuracy with some hosters intentionally filng "creative" WHOIS data.
17:12:27 From Olivier MJ Crepin-Leblond To Everyone:
Replying to "Looks like the Afric..."

bandwidth is still very expensive in Africa
17:12:47 From John McCormac - HosterStats.com To Everyone:
Replying to "Looks like the Afric..."

True. There's also the hosting infrastructure.
17:13:08 From Shah Rahman To Everyone:
Replying to "Looks like the Afric..."

    indeed ,
17:13:25 From Lutz Donnerhacke To Everyone:
The lower the Impact, the more extensive is the discussion
17:13:27 From Olivier MJ Crepin-Leblond To Everyone:
Replying to "Looks like the Afric..."

hosting elsewhere makes sense when it comes to DoS attacked etc. Besides, many also use AWS, Azure etc. And none of these huge hosting providers have local nodes in Africa except perhaps in South Africa.
17:14:29 From John McCormac - HosterStats.com To Everyone:
Replying to "Looks like the Afric..."

AWS has a South Africa range. There's approx. 285K local gTLDs there but a lot of the AWS sites bring it up to about 1M.
17:15:31 From Shah Rahman To Everyone:
@Steinar Grøtterød (At-Large) actual complain no may be more in reality, becasue many of user doesn't aware how to raise complain  to icann , specially from developing countries those are taking service from re-sellers.
17:16:00 From Jonathan Zuck To Everyone:

17:16:42 From John McCormac - HosterStats.com To Everyone:
Replying to "Let’s not INSPIRE le..."

It is going to be fun watching the EU consolidate their aspirations about DNS owners with reality.

Replying to "Let’s not INSPIRE le..."

Whoever advised them hadn't a clue about the DNS, its structure and ownership.
17:17:51 From Michael Palage To Everyone:
@Jonathan Zuck - you always keep me honest :-)
17:19:46 From John McCormac - HosterStats.com To Everyone:
The large ccTLD registrars have thick WHOIS and this means that they can handle it differently.
17:20:56 From John McCormac - HosterStats.com To Everyone:
It is comparing apples and oranges when it comes to comparing gTLD policy with ccTLD (some) policy.
17:21:18 From Amrita Choudhury To Everyone:
Siva- whether ICANN wants or not, companies and orgs have to adhere
17:21:29 From Amrita Choudhury To Everyone:
    to national laws
17:23:46 From John McCormac - HosterStats.com To Everyone:
@Michael Palage It is going to be a mess. The scale of it is the only thing unknown at the moment.
17:24:47 From Gopal Tadepalli To Everyone:
@Sivasubramanian M Systemically, we ought not to design 100% foolproof systems. Gaps are not the concern, monitoring them is. - Dr. T V Gopal, Anna University, Chennai, INDIA
17:25:50 From Sivasubramanian M To Everyone:
Yes Amrita, but over the last 10 years we have come a long way from minimal Internet Governance to rather affirmative national, regional regulatory Governance
17:26:11 From John McCormac - HosterStats.com To Everyone:
It might need a working group to examine how it is being implemented throughout the EU.
17:26:30 From Amrita Choudhury To Everyone:
Replying to "Yes Amrita, but over..."

Because issues are growing . We have more Internet users too than 10 years ago

People are using online services, websites more.
17:27:34 From Jonathan Zuck To Everyone:
Indeed and “fixed” in a way we might not like. GDPR is one of the most poorly written pieces of legislation ever!
17:27:50 From Barkha Manral To Everyone:
Reacted to "People are using onl…" with
17:28:52 From Olivier MJ Crepin-Leblond To Everyone:
you are very right, Alan. Some *wanted* legislation in order to reduce their liability
17:29:43 From Olivier MJ Crepin-Leblond To Everyone:
the only concern is that national legislation has an international impact and this might lead to unwanted fragmentation
17:29:55 From Amrita Choudhury To Everyone:
Reacted to "the only concern is ..." with
17:30:09 From Hadia Elminiawi (ALAC) To Everyone:

It is already happening. It really needs to be a major topic for 2024.

I agree with you that ICANN Compliance is - for many, totally unknown. The majority of complains are routed to their registrar/reseller and the majority are solved there.
17:34:20 From Fidya Shabrina To Everyone:
Replying to "the only concern is ..."

Definitely looking forward on what is to come. Regional speaking, APAC will be having a DNS forum, July 2024.
17:34:55 From Barkha Manral To Everyone:
Reacted to "the only concern is …" with
17:35:07 From John McCormac - HosterStats.com To Everyone:
The NIS2 problem has effectively crossed the streams on the ICANN gTLD registrations issue and hosting issue. The DNS exists in both worlds but ICANN's gTLD remit is a liability in terms of exposure to NIS2. There has to be some serious examination of how NIS2 is being implemented and its impact on not just EU hosters and registrants but also on hosters and registrants hosting in the EU.

17:37:14 From John McCormac - HosterStats.com To Everyone:
Replying to "the only concern is ..."

A lot of the African ccTLDs that were run by Freenom have been moved back to their local registries so it is a very different domain landscape from that when the RFP for the study was published.
