Terri Agnew:Dear all, Welcome to the At-Large ATLAS II Implementation Taskforce on Thursday, 15 January 2015 at 20:00 UTC

  Terri Agnew:meeting page: https://icann-community.atlassian.net/wiki/x/yAPvBQ

  Beran Gillen:Hello Everyone

  Ariel Liang:hello Beran and all

  judith hellerstein:HI All

Murray McKercher naralo:hello, apologies for being late

Terri Agnew:ATLAS II Recommendations to the ICANN Board: https://icann-community.atlassian.net/wiki/x/LIDrBQ

  Terri Agnew:Welcome Murray McKercher

  Terri Agnew:Welcome Judith Hellerstein

  Terri Agnew:Welcome Alyne Andrade

Ariel Liang:can you all see my screen?

  Terri Agnew:@Ariel, Yes we can

  judith hellerstein:Yes

  Ariel Liang:great thank you

  judith hellerstein:Yes Ariel

judith hellerstein:@olivier, Glenn and I aer co Charis of the Tech Task force

  Alyne Andrade:Hello!

judith hellerstein:We can talk about rec. 11

  Terri Agnew:Welcome Dev Anand Teelucksingh

Murray McKercher naralo:I agree with Alan on Outreach AND Engagement

  Wolf Ludwig:FULLY agree with Alan!!!

Glenn McKnight:You can  call it  anything.  The  issue  is  the mandate of the WG  and what is the deliverables

Wolf Ludwig:Can't agree with Alan more -- expressed perfectly my thoughts!

Glenn McKnight:Outreach  has been  interpreted as  a  recruitment  drive  in the past.  If Outreach is  more  education and public  awarenss than the activities are very different

Alan Greenberg:Glenn, you are very correct. ANd that is why I am raising it.

Glenn McKnight:@ Alan  I get  it

judith hellerstein 2:@cheryl the notes were from the discussion we had on a tech task force call

Cheryl Langdon-Orr:OK so the Notes under Rec 11 I will assume is from technology TF and ensure Accessibility (if such is  even required) does not duplicate...

Wolf Ludwig:Again I agree with Alan -- I feel the need to sweep in front of our own doors!

  Beran Gillen:sounds about right @CLO

Cheryl Langdon-Orr:As I said if more than one eentity holds respinsability I recommend using an attribution in the notes

judith hellerstein 2:@cheryl since Glenn and I are on both we took both the accessibikity and tech task force in mind when writing it

  Gunela Astbrink:Support Holly's suggestion

Alan Greenberg:Was that a primal scream?

Dev Anand Teelucksingh:lol - it was likely a chair or door creek

  Alan Greenberg:too bad.

Cheryl Langdon-Orr:I agree tottally with Holly's approach to the accountability set of recs

  Ariel Liang:One moment

  Wolf Ludwig:Plus 1 @Cheryl and Holly

Dev Anand Teelucksingh:hmm...Rec 16 is indeed vague

  Ariel Liang:the recs we will focus on are no.16, no.20, no.27, no.40, no.41, and no.42

Gunela Astbrink:Totallly appreciate the timing for this call. Rotation of calls  has been discussed

Glenn McKnight:@Dev   the  Rec  26   what is the update on the KNOWLEDGE MANAGEMENT SYSTEM  with ICANN

  Alan Greenberg:Cheryl, the teflon maiden.

Glenn McKnight:@Dev   I ran into the  ICANN  staffer   at the  ICANN Office in Washington yesterday  he had  no communication on this issue

Holly Raiche:So what was WG 2 smoking at the time?

Dev Anand Teelucksingh:@Glenn, haven't progressed much on this - setting aside some time this weekend to work on it

  Holly Raiche:Hi Dev

Cheryl Langdon-Orr:Noted @Judith. I specifically mentioned your activity in both groups ...  based on this then Olivier please simply accept these notes as shown in the table under Rec 11 as now covering what you asked the TF Chairs for. as the pre Singapore reporting / update you requested  and you can expect no further formally from Accessability   on this ... I am assuming here that Dev has approved this text as update from his TF in this...

  Wolf Ludwig:Lol on Holly's question ;-)

Dev Anand Teelucksingh:The text that led to Rec 16 from the ATLAS II declaration PDF is page 17

Wolf Ludwig:That's liefe Olivier -- everything is usually rotating -- incl. the world ;-)

Dev Anand Teelucksingh:Also there is also a LAC Newsletter by ICANN

Gunela Astbrink:@Cheryl & Judith. Happy to fill in the status on Rec. 11 apart from the captioning

Dev Anand Teelucksingh:LAC Newsletter : https://icann-community.atlassian.net/wiki/spaces/lacstrtgy/pages/113476282/LAC+Newsletter in EN, ES, PT

  judith hellerstein 2:Thanks @gunela

Cheryl Langdon-Orr:no need gunella its only an update the WG reports to the ALAC every month

Cheryl Langdon-Orr:including links to all work on wiki etc.,

  Wolf Ludwig:Good point Alan!

Beran Gillen:@Alan judging by the discussions in the CCWG mailing list, their recommendations seems exhaustive at the moment.

  Dev Anand Teelucksingh:ATRT2 Implementation Page : https://icann-community.atlassian.net/wiki/display/prgrmatrt2impl/ATRT2+Implementation+Program+Home

Wolf Ludwig:I guess the Board may have other problems or concerns?

  Beran Gillen:i agree @Wolf

Alan Greenberg:There is one staff person who has been assigned ATRT2 implementation.

Wolf Ludwig:Agree back, Beran, on your comment conc. CCWG etc.

Glenn McKnight:I  assume this item is  for  Regional  constituency meetings

Glenn McKnight:Sometimes  our  request for  sponsorship clashes with ICANN's  sponsorship requests

Glenn McKnight:Many times  our  approach to Affililias  has this  answer

  Glenn McKnight:Not always

Wolf Ludwig:We are always hunting the same sponsors IMO ...

Glenn McKnight:Suggest     ALAC  work  colloboratively  with  ICANN   assigned  staff to   work in unision to approach  sponsorships

  Glenn McKnight:Not  Board  but  staff

Wolf Ludwig:... and need to identify alternate sponsoring sources ...

  Glenn McKnight:I think it's a mistake

  Glenn McKnight:It's not the board

Beran Gillen:I dont think the Board can help with sponsorship

Glenn McKnight:Appropriate  staff   we should  focus on

Beran Gillen:Isn't that the Outreach committee working with ICANN Staff?

  Beran Gillen:IMO

Dev Anand Teelucksingh:Rec 41 also came out with the concept that At-Large needs to be independently funded - this was mentioned in a FBSC call

Glenn McKnight:We have never  approached the board  for this type of advise or  intervention  in my knowledge

Beran Gillen:I think Outreach can help

Alan Greenberg:I said FBSC can discuss. What the outcome of that discussion would be is a different question.

  Wolf Ludwig:That's a point I fully agree!

Murray McKercher naralo:@Alan, does ALAC have a budget assisgned from ICANN?

Wolf Ludwig:We will submit a request for Dublin in autumn 2015.

Glenn McKnight:yes  i think this one is appropriate

  Glenn McKnight:Item  26

Glenn McKnight:This is a  big  issue  and a difficult  one

Cheryl Langdon-Orr:if possible that would be great for Rec 26

Wolf Ludwig:@Murray -- TMK there is no particular budget "assigned to ALAC"?

Alan Greenberg:@Murray. ICANN budgeting is not done by AC/SO. There are a number of budget areas that we have access to.

Cheryl Langdon-Orr:I have been harping on this one for years :-)

Alan Greenberg:And particular projects the we request may be explicitly funded.

  Glenn McKnight:Hard to hear  Dev

Beran Gillen:key word being MAY @Alan

Dev Anand Teelucksingh:words like document management are also used

Glenn McKnight:The  knowledge Management  System  needs  clear  defination, objectives,  budget  etc   this is  a  very difficult  one , a  large  problem  is people using a  system

Glenn McKnight:@Alan  lots of people  at the  Meet and Greet  in Washington commented on the  ICANN website  issues

Gunela Astbrink:It needs a dedicated staff person to set up and maintain with adequate training available for the ICANN community to use effectively

Cheryl Langdon-Orr:I have stayed way longer than I should have

  Cheryl Langdon-Orr:got to go SOON

Cheryl Langdon-Orr:great Thanks BYE for now....

  Ariel Liang:Thank you all

Dev Anand Teelucksingh:Thanks all - take care all

  Alyne Andrade:Thank you

  Beran Gillen:thx bye

  Gunela Astbrink:Thank you, bye

Wolf Ludwig:Thanks Olivier -- good conclusion!
