There could be an alternate framework for proxy services - a) a way by which the proxy services are "accredited" or otherwise maintain their proxy infrastructure to certain stantands, b) a recognition that a proxy service is a privacy service and that it doesn't confirm to the principles of their service to disclose the beneficiary registant's data 3) the proxy service can maintain the privacy of their clients to a certain degree, but 4) be willing to disclose the details in extarordinary circumstances, the degrees of the circumstances might be prone to interpretation during definition of what is extraordinary
