  judith hellerstein:currently they are not allowed to apply for a fellowship as they do not live in a developing country

  Glenn McKnight:Its  been demonstrated  clearly that  the  US  territories in South Pacitic and in the US  and Canada the incomes  are similar to Least  Developed nations  similar to any  developing natioins
