Jean-Jacques Subrenat:Olivier, I would like to request the addition of a point under AOB: could Staff or any member tell us whether there has been, or if there is currently, any activity in the US Congress aimed at invalidating the Transfer of Oversight of the IANA Functions, implemented by the former Administration as of 1st October 2016?
Heidi Ullrich:@JJS, I can find out the answer to your question.

Sebastien:Me too

Maureen Hilyard:Fortunately I'm on the phone bridge as well - great report from Tatiana

Tatiana Tropina:Thanks, Maureen. :)
Jean-Jacques Subrenat:Niels Ten Over.
Evin Erdogdu:Transparency: https://icann-community.atlassian.net/wiki/x/jgAIBg
Alan Greenberg:Becoming invisible is a valuable trait.
Olivier MJ Crépin-Leblond:ICANN invisibility. Good topic :-)
avri doria:i have been antagonistic on the transparency report and can't speak again until i read the latest version. which i have not done yet.
Alan Greenberg:Nothing from me.
Glenn McKnight:nope
Wale Bakare:Hi all
Glenn McKnight:I will need to leave early due to a booking booking at 1 EST for NARALO
Wale Bakare:Apologies for joining late
Olivier MJ Crépin-Leblond:ok @Glenn - understood
Olivier MJ Crépin-Leblond:welcome @Wale
Evin Erdogdu:Welome Wale!
Wale Bakare:Thanks Olivier and Evin
Evin Erdogdu:Noted Glenn, thank you.
Alfredo Calderon:I will also have to leave to be in the NARALO meeting.
Evin Erdogdu:Noted Alfredo, thank you.
Alfredo Calderon:@Evin, thanks!
Evin Erdogdu:Jurisdiction: https://icann-community.atlassian.net/wiki/x/tQAIBg
Leon Sanchez:That is correct Alan
Cheryl Langdon-Orr (CLO):yup Alan this is just Questions
Jean-Jacques Subrenat:@Alan +1.
Cheryl Langdon-Orr (CLO):not PC
Evin Erdogdu:Done!
Wale Bakare:Deadline is April 14
Wale Bakare:Is it 7th of 14th?
Wale Bakare:let me double check
John Laprise:Sorry for my tardiness...I'll be departing at noon for the ARIN meeting.
Evin Erdogdu:Welcome John! Thank you for letting us know.
avri doria:hang on so type they will not brook any question that would possibly give an answer other than that the status quo is the bests possible answer in the universe.
avri doria:hang on so tight ...
Glenn McKnight:Its
Jean-Jacques Subrenat:@Cheryl, it just happens that not everyone on the call(s) responded, and that among the respondents, a majority was US. There were also others, but less vocal or not at all.
John Laprise:Agree with Cheryl
Glenn McKnight:unfortunate the timing of the NARALO call isn't at 2 which was the original intention
avri doria:whereas i tend closer to JJS on this.
Jean-Jacques Subrenat:All: for someone from Europe (not UK), there is some awareness of ECHELON...
avri doria:but of course i am a counter-example to all US versus the non US
Jean-Jacques Subrenat:@Avri: noted.
avri doria:but the fear some have of asking open questions is palpable
Leon Sanchez:It would be interesting to analyze, even at theoretical level, the consequences on ICANN jurisdiction should California succesfully seceed from the US
John Laprise:For better or for worse, US first amendment protections provide strong (and outlier) protections for free speech/association.
Sebastien:@Leon, if you open this question then why not discussing to move back in US or somewhere else ;)
John Laprise:Agree with Avri...I think they view that strength of US rule of law is relatively strong globally and necessary for ICANN as a legal contractual fiction, so to speak, to function much less exist.
Cheryl Langdon-Orr (CLO):agree with you that this is going to be tough topic to get consensus on @Avri
avri doria:right ICANn could move and GDD could stay with the contracts.
avri doria:not that i am suggesting we move.
Jean-Jacques Subrenat:@John, I suppose you understand that the past 2 weeks have been a source of deep concern for those of us who are not US citizens?
avri doria:and for many who are.
Jean-Jacques Subrenat:@Seun +1 "those who are domineering" = also because of English (or Amercan English) as a native language.
Jean-Jacques Subrenat:@Avri: indeed.
Jean-Jacques Subrenat:@Tijani +1.
Loris Taylor:I think this discussion is healthy but I believe a reasoned versus a reactionary approach will ne necessary during a time when emotions and fears are high.
Cheryl Langdon-Orr (CLO):indeed @Loris
Cheryl Langdon-Orr (CLO): exactly @Tijani the WS1 outcomes cannot be ignored here
Cheryl Langdon-Orr (CLO):and WS2 need not be seen as the last resort on the matter IMO
John Laprise:I don't think it's fear so much as many don't see a reasonable alternative that actually improves the status quo.
Cheryl Langdon-Orr (CLO):I am still attracted to the fully owned cruise ship in intl waters for meetings so why not HQ on that ;-)
John Laprise:Antarctica...governed by international treaty
avri doria:to refer to it a 'make work' is rather peorative. getting a grip on what is the case is very useful activity.
Olivier MJ Crépin-Leblond:@Cheryl: so if ICANN goes rogue you can sink the cruise ship :-)
Loris Taylor:Many Americans still have faith in the institutions, including courts, that maintain the checks and balances for the U.S. The process ia unfolding, albeit slow.
avri doria:even though these questions are narrower than some would like, the answers could be a great utily to taking the discussion further. i hope people answer the questiions.
avri doria:i still have faith
avri doria:and have a pink hat too
Loris Taylor:However, there is no doubt the impact is real. I don't want to diminish the effect(s) it has on ICANN. I am hoping it is short term.
John Laprise:+1 Avri
Wale Bakare:Specifically, lawyer
avri doria:agree with CLO, need to help collect the exmplaes
Wale Bakare:+1 CLO
Jean-Jacques Subrenat:@Olivier, @Alan, I hereby propose that ALAC consider giving a position NOT LIMITED to those 4 questions, but putting them in a wider context, following on the remarks by Tijani and others. To be clear, I think an ALAC response to those 4 questions alone would provide no added value.
avri doria:i think if ALAC can develop/discover the At Large views on the broader questions, that would be a good doc to also contribute. but tough job that one.
Cheryl Langdon-Orr (CLO):widest possible Outreach from my POV
avri doria:Primary and Secondary sources on real issues
Cheryl Langdon-Orr (CLO):exactly @Avri
Jean-Jacques Subrenat:@Alan: you're right, but all that speaks only to the past.
Tatiana Tropina:we have to bear in mind that the idea was to ask about real issues and not about opinions
Leon Sanchez:@Sebastien agree. Sorry for late reply, I got kicked off of the AC room
Alan Greenberg:@JJS, yes, but the questions are all past-focused.
Cheryl Langdon-Orr (CLO):circulate with a preamble text please OCL
Jean-Jacques Subrenat:@Olivier, I do request that you kindly read my proposal (above) into the record.
Wale Bakare:There's jurisdiction hypothetical drafted by the subgroup, and i believe it captures part of the issue raised by @Alan
Jean-Jacques Subrenat:@Alan, and that's exactly why I consider the 4 questions are not sufficient, as ALAC we need to put them in context and look to the future.
Cheryl Langdon-Orr (CLO):collection of response to a Wiki as well? that would allow for the future looking aspects to also be collected as adjunct
Heidi Ullrich:@All, if you are not speaking, please be sure to mute your speakers
Cheryl Langdon-Orr (CLO):echo is bad
Jean-Jacques Subrenat:@Cheryl, not "as adjunct", but as the wider context, failing which the 4 questions do not really require an ALAC-wide response.
Wale Bakare:reverbration is really strong
Evin Erdogdu:Guidelines for Good Faith: https://icann-community.atlassian.net/wiki/x/qQMIBg
Loris Taylor:The context should be driven by facts and data. Not alternate information as we now say in the US.
Wale Bakare:Yeah @Loris. The wondering why the questions got alternative facts
Evin Erdogdu:SO/AC Accountability: https://icann-community.atlassian.net/wiki/x/mAAIBg
Barrack Otieno:thanks Evin
Loris Taylor:+Evin
Jean-Jacques Subrenat:@Loris, @'Wale: if everything is predicated exclusively on data and facts, there is no way of looking at possible future challenges.
Evin Erdogdu:You are most welcome!
Loris Taylor:I think facts and data can describe patterns, trends and perhaps even the trajectory of certain elements, and therefore possible future challenges if they are not anomalies.
Jean-Jacques Subrenat:@Loris: absolutely! And what's wrong with putting those 4 questions (which were not drafted with the User community as the main focus) in the context that Tijani and others mentioned?
Loris Taylor:But I hear you Jean Jacques, qualitative data or information is also important.
Wale Bakare:@JJ, @Loris factual analysis can only produce informed discussion and perhaps decisions
avri doria:i think collecting the facts on what has been the case is important in itself and thus worth doing. And yes some of those are good predictators of future issues. i think there is also room for the more theorietical analysis of possible future trends, especially given the new political currents.
Jean-Jacques Subrenat:@'Wale: of course. Same question to you that I asked Loris...
Jean-Jacques Subrenat:@Avri +1.
Evin Erdogdu:Diversity: https://icann-community.atlassian.net/wiki/x/gwAIBg
Alan Greenberg:AT-Large/ALAC Accounability Document - https://icann-community.atlassian.net/wiki/x/tWMeBg
Cheryl Langdon-Orr (CLO):that is not a difference @Alan I responded as a Consumer Rapouteur for the topic not as AC
Wale Bakare:@JJ, my previous comment was based on the premise of jurisdiction hypothetical question - Variables and Alternatives facts. My concern though
Cheryl Langdon-Orr (CLO):argh blasted auto correct. it mad Co into Consumer!!!! GRRR
Evin Erdogdu:Ombudsman: https://icann-community.atlassian.net/wiki/x/KAMIBg
Wale Bakare:>> i think there is also room for the more theorietical analysis of possible future trends, especially given the new political currents.<< @Avri, very right. Although, there were few suggestions on that but somehow watered down
Evin Erdogdu:Reviewing the Cooperative Engagement Process (CEP): https://icann-community.atlassian.net/wiki/x/nQMIBg

Cheryl Langdon-Orr (CLO):ATRT3?
Evin Erdogdu:Thanks!
Heidi Ullrich:AOB also please
Olivier MJ Crépin-Leblond:yes I know Heidi :-)
Jean-Jacques Subrenat:@Avri: ATRT3, a call for Statements of interest has been published by ICANN.
avri doria:i missed it
Alan Greenberg:Call for volunteers. Closes 21 April
Cheryl Langdon-Orr (CLO):also there was a call to action for the AC and SOs to support the narrower focus for ATRT3
Cheryl Langdon-Orr (CLO): that needs an AI from ALAC
Heidi Ullrich:ICANN is seeking volunteers to serve on the third review of ICANN Accountability and Transparency (ATRT3)[icann.org]. To apply, please click here[icann.org] [PDF, 2.78 MB] to fill out your Statement of Interest. You may also print out the Statement of Interest form and submit it to reviews@icann.org.Candidates are asked to submit their application materials by Friday, 21 April 2017, 23:59 UTC. All applications and supporting materials will be published as they are received on the public ATRT3 wiki page[community.icann.org].
Olivier MJ Crépin-Leblond:@Heidi -- so I gather that it will ast a full year starting from its first meeting..... otherwise it is really short for them to conclude by end of year 2017
Cheryl Langdon-Orr (CLO):some SOs are Resolving Statements re narrow scope and avoiding overlap as recommendation only of course for ATRT3 consideration
Cheryl Langdon-Orr (CLO):thx Heidi
Heidi Ullrich:You are welcome, Cheryl.
Jean-Jacques Subrenat:@Heidi thanks for "the horse is out of the barn". I was just concerned that, unbeknown to DoC or NTIA, some pr*sid*nt**l decision might jeopardize the result...
Tatiana Tropina:two weeks
Tatiana Tropina:please
Leon Sanchez:two weeks :D
