What are expectations and goals for CWG during BA?

Obtain approval from Chartering Organiizations

In order to do that CWG needs to explain proposal in detail

Sidley can assist with backup on explaining

Will be key to explain conditionality, so Sidley's help will really be needed there 

Also some issues around PTI Board composition, PTI jurisdiction, etc.
