  Holly Raiche:My reasoning on phrasing the requirement as a perentage being a positive vote - so either the 'yes' votes either reaches the requirement - or not.  While that implies that abstentions are no votes - all that is counted in a minimum nymber of positive votes

  Olivier Crepin-Leblond:I gather that you are an observer, Francisco. This WG is re-writing the Rules of Procedure of the ALAC -- so it's pretty technical stuff & hard to understand for a newcomer. Perhaps not the best start for a newcomer. :-)
