Cheryl Langdon-Orr:4. At-Large Advisory Committeea. The At-Large Advisory Committee (ALAC) is the primary organizational home within ICANN for individual Internet users. The role of the ALAC shall be to consider and provide advice on the activities of ICANN, insofar as they relate to the interests of individual Internet users. This includes policies created through ICANN's Supporting Organizations, as well as the many other issues for which community input and advice is appropriate. The ALAC, which plays an important role in ICANN's accountability mechanisms, also coordinates some of ICANN's outreach to individual Internet users.b. The ALAC shall consist of (i) two members selected by each of the Regional At-Large Organizations ("RALOs") established according to paragraph 4(g) of this Section, and (ii) five members selected by the Nominating Committee. The five members selected by the Nominating Committee shall include one citizen of a country within each of the five Geographic Regions established according to Section 5 of Arti
Cheryl Langdon-Orr:and on
avri:it is not theatrics, it is democracy
avri:and when it happens it signals a crisis, that needs to be dealt with as opposed to be denied.
avri:those last two were in repsonse to @Alan
avri:secret ballot in electing leadership is a good thing.
Olivier Crepin-Leblond:agreed
Cheryl Langdon-Orr:Gee Alan thanks
Roosevelt King 2:I would like to point out that the difference between election and selection is that there is voting in the election but the sekection should be based on criteria to select the best possible candidate.
Cheryl Langdon-Orr:Correct Roosevelt but the Selection language is important
Roosevelt King 2:the selection criteria must be spelled out, so if we are doing selection the criteria must be established.
Cheryl Langdon-Orr:agrees
Cheryl Langdon-Orr:and I think that is in OUR DT's scope
Roosevelt King 2:selection Criteria language ought to be easy because it is based on what you want. Either qualifications and experience
Roosevelt King 2:yes it is
Roosevelt King 2:One other thing. Elections start with nominations. Selection should start with applications from interested persons.
Tijani BEN JEMAA:I have another call at 14:00
Roosevelt King 2:but Cheryl, can an election have criteria outside the process? Maybe this is a way to decide whether a process ought to be selection or election.
Cheryl Langdon-Orr:Noted Tijani
Tijani BEN JEMAA:I hope we will finish on the top of the hour
Cheryl Langdon-Orr:yes planning to
Roosevelt King 2:of course if they are candidtates with equal qqualifications and experience, an election can be held to decide who will be selected.
Susan Chalmers:thanks!
Alan Greenberg:@roosevelt. Good point. Any given ALAC *can* decide to have a secret ballot in lieu of consensus.
avri:re criteria in elections. sometime a nominating committee is a nominating committee and they are the ones who judge qualifications. and then an electorate of some sort votes on either the entire slate put forward by the nomcom or the individuals. i can did up the RFCs (from IETF nomocm that is a nomcom) that discuss this sort of procedure if people like.
Roosevelt King 2:Avri, that sounds more like a selection process.
avri:got to go now, have a meeting to co-chair. cheers.
avri:it is a selection process with a vote. a hybrid
Roosevelt King 2:yes, ok
Cheryl Langdon-Orr:next call 27 Aug we will do a doodle poll
Susan Chalmers:indeed. on mute apparently. thanks cheryl.
Alan Greenberg:Bye all
Roosevelt King 2:bye
