Format of Online Poll on Bylaw Modifications

There was a discussion on whether there needs to be a seperate online poll on each of the modified paragraphs, groups of thematically similar paragraphs on the entire document. Sylvia was in favor of seperate polls for each paragraph. Dev was in favour of grouping them thematically.

The issue will be further discussed during the next call.

OP Introduction
A discussion was held on whether the introduction to the Operating Principles should be part of the proposed modifications.

Dev pointed out the the introduction is not part of the agreed text and will be modified following the adoption of the proposed modifications.

OP Rule 2 Modification
The following modification of rule 2 of the Operating Principles was suggested by Sylvia (in Spanish):

La LACRALO promoverá la formación de agrupaciones de usuarios y su acreditación por el ALAC. Las organizaciones nucleadas en el LACRALO se comprometen a arbitrar los medios necesarios para promover la participación de los usuarios de Internet en los temas que se discutan dentro del RALO,   por   medio de mecanismos participativos dentro de sus propias  A LSs,    permitiéndoles participar y expresar su opinión sobre el desarrollo de políticas de ICANN.Dev: is the modification that individual users should join existing ALSes?

The proposed modification varies from the original text in that is specifically identifies existing ALSes as appropriate conduct for unaffiliated regional members to  get involved in policy discussions.

AI: Staff will organize the next WG call on 11 November 2010 at 2100 UTC.
AI: Dev will work with Fatima to include her draft modifications on the wiki.
