The policy statement (at least the EN version) is itself very confusing, and makes many dubious claims.
The decision by the At-Large considered the issue At-Large Proposed Measures for Letter/Letter Two-Character ASCII Labels to Avoid Confusion with Corresponding Country Codes Workspace in July/August 2016 is appropriate and the comment therein.
Futhermore, the issue was first considered in 2014 when the first RSEP requests by gTLDs registries were being made in 2014 : At-Large Introduction of Two-Character Domain Names in the New gTLD Namespace Workspace
I therefore cannot support the LACTLD statement.
