2- Desde mi incorporacion a LACRALO (2006) fui representante de AGEIA DENSI ARGENTINA en la GA de la region, fui electo junto a Jose Ovidio Salgueiro como los primeros ALAC members por LACRALO, fui reelecto y cumpli un segundo mandato en ALAC. Durante el tiempo en ALAC fui liaison ante el NCUC y en mi ultimo ano de mandato fui chair del Participation and Engagement WG. Fui elegido por NomCom como NCA GNSO COUNCILOR y durante ese mandato forme parte de muchos grupos de trabajo, tales como el Outreach WG, JAS WG, NewgTLD WG, Competition, consumer trust & consumer choice WG, ccNSO FoIWG y otros. Ultimamente y luego de haber concluido mi mandato en GNSO segui trabajando voluntariamente y me desempeñe como MIEMBRO del 2014 BCEC WG y parte del subgrupo de Communication WG de ATLAS 2. Actualmente represento a ADIAR en la GA de LACRALO. Since 2006 I was AGEIA DENSIs representative at regional GA. I was elected with Jose Ovidio Salgueiro first LACRALO ALAC members, then I was reelected for a second term. During my ALAC term I was NCUC liaison and in my last year term I was chair of Participation and Engagement WG. I was elected by NomCom as NCA GNSO Councilor and during this term I was part of many WG like: Outreach WG JAS WG, NewgTLD WG, Competition, consumer trust & consumer choice WG, ccNSO FoIWG among others. Lastly I was part of 2014 BCEC WG and ATLAS2 Communication WG. Currently Im part of LACRALO GA as ADIAR representative.

3.Mantener la comunicación constantemente con los miembros de la región para conocer su perspectiva en los temas relacionados con las funciones que competen a un miembro de ALAC, esto con fin de tener una retroalimentación permanente de la misma y poder aportar a las discusiones necesarias. Informar a los miembros de la región sobre los temas pertinentes para la región, y proponer actividades para que LACRALO tenga un mejor alcance externo en nuestros propios paises. La mejor forma en la que podría cumplir dicha función, es contando siempre primero con lo que la región necesita e importa. Siempre trabajaré en función del bien colectivo.

I consider particular important to mantain constant communication with region's member to know their perspective in subjects related with ALAC member functions. This communication is important in order to stablish a permanent feedback and add value to discussions. To inform region's member about subjects related with our region and to improve outreach for LACRALO proposing activities to do this in our own countries. I believe that the best way to do this job is thinking collectively because region it is most important.

4.Lo más importante en orden de prioridad para mí, es servir en nombre del ALAC y la Comunidad At - Large pues se deesempeñaría un rol de liderazgo en la representación de los intereses de los usuarios, actuando por el bien de toda la Comunidad; en segundo lugar Prepararse y participar activamente en todos los debates del ALAC y por supuesto, en los WTs del ALAC; por supuesto,  asistiendo a todas las reuniones del ALAC independientemente de la forma en la que sean convocadas con el fin de tomar parte en todas las decisiones de consenso y votaciones del ALAC. Mantener actualizada la Declaración de Interés (SOI) que incluirá información básica de carácter profesional. Y en general, cumplir con las otras responsabilidades del cargo.

In priority order:

1. Serve on behalf of the ALAC and the At - Large Community by acting for the good of the entire Community because ALAC members play a leadership role in representing the interests of Internet users within ICANN.

2. Prepare for and actively participate in all ALAC discussions and actively participate in ALAC WT, take part in all ALAC consensus decisions and attend all ALAC meetings no matter how it been scheduled.

3.Keep updated the Statement of Interest (SoI) including basic professional information.

4.And in general, meet other responsibilities.

 Below my answers to the question for ALAC member Candidate

 Question 1-  What is your SOI?

Question 2 – How will you communicate  with the region ?

 R: Since I have been working as Liaison to the Board from ALAC back in 2010 I started the idea to report monthly to the group about the issues I was doing inside the board. As representing LACRALO at NOMCOM I also have reported monthly to the group, also writing the report in Spanish and English to allow the whole community to follow the activities I was involved with inside NOMCOM. Besides the report I have attending the calls and participating in the lists and in working group. 

If selected to represent LACRALO as ALAC Member I will continue to report monthly in both languages to our community, attending the meetings, follow the lists and participating on internal working groups as part of this community.

 I also intend to continue to attend other regional meetings and  involve more LACRALO members as  part of LAC Strategy and its projects that I am sure is really promoting more knowledge of this community externally as well as internally adding value to its members.

Question 3 - What are the contributions that you as ALAC  member would make and would enable you to carry out your functions better ?

With a quite strong knowledge of ICANN and a good network among ICANN community and staff I believe I can facilitate LACRALO’s work as part of policy construction and advocate any issues relevant to our community inside ALAC and ICANN.  At the same time my knowledge of ALAC, have being vice chair and continue to participate in many groups with ALAC members, will allow me to easily merge within the group and start working with them without a learning curve period, contributing to the substitution process be smooth and not affecting LACRALO work.

Question 4 - Of all the functions you will be asked to carry out, please describe them according to the priority.

 1º - Alert and advise LACRALO about the main points in policy development issues that ALAC shall make statements and hence LACRALO should express its opinion.

 2º -  Taking points demanded from LACRALO to defending at ALAC and ICANN for the benefit of our community and the internet users as a whole.

 3º  - Participating in selected working groups and committee inside ALAC or at ICANN community, asking LACRALO, which should be my priorities in order to work, to work aligned and be transparent to our community.

4º - Work with our leadership position members from LACRALO in order to have a common presence at ALAC.

5º - Work for the outreach in our region bringing more ALSs and more collaboration to the work of our community.

5º  - Read all documents, participating in the wiki and lists, participating in all calls and meetings demanded by ALAC and if not possible guarantee that it is timely informed and read as published the minutes of such meetings/calls.

6º - As possible take the leadership in Working Groups – inside and outside ALAC, in those  with more LACRALO interest, working for include more LACRALO members in such groups.

 Question 5 - Cite your participation in positions, functions and working groups in ICANN since you joined LACRALO

• LACRALO and related

 I have been attending LACRALO meetings since early days. Started attending LACRALO meetings since the end of 2007 when I left the Board and join ALAC. My own ALS became accredited member in 2010.

Nowadays I am participating in the Governance Working Group, and was appointed to coordinate one of its subgroup – Operative Principles. 

• LAC Strategy

 I have been invited to participate at LAC STRATEGY group to build a new strategy to our region. The group had work till the selection of approved 5 projects and I was elected to coordinate on of them. LAC SPACE got its slot at ICANN agenda and even not participating ( LAC Strategy is not supported by ICANN to participate at ICANN meetings) I am responsible for the agenda, invitation to speakers, promotion etc. the LAC SPACE group has 3 members and the the formal regional staff :Gabriela Szlak  and Celia Lehman from Argentina  and  myself from Brazil and the staff - Rodrigo Saucedo from Bolivia as LACSTRATEGY staff and Rodrigo de la Parra  from Mexico as Director of our region.

• ALAC Liaison to the Board (2010)

 As ALAC liaison I started the monthly report to give feedback to the community I was there representing (liaison has no commit, as board seat do, to only work for the whole ICANN interest; liaison is also there to address the relevant issues pertinent to the community he or she represents). I believe the main issues I have contribute inside the Board, as Liaison was to get approved the seat 15 for ALAC. Sebastian substituted me as a full member of the board when I left.  

• WORKING GROUPS  outside LACRALO

I have been participating in several WG

GNSO – Operating Steering Committee / ICANN Academy WG/ Vertical Integration WG/ ICANN Summit on Developing Countries WG /

 ALAC Nominating Committee to select members to the “NTIA IANA Functions' Stewardship Transition Coordination Group”, representing ALAC and a new one that shall start these days to select the members to represent ALAC at “ICANN-wide Working Group on Accountability Issues”.

• SSAC member  2010-2013 

With my technical background I believed would be important to participate and exchange ideas with this relevant group inside ICANN. SSAC is not so knowing inside ICANN community since it had no sponsorship to participate at ICANN meetings, so ICANN members does not met so often its members but SSAC does a very important work for ICANN technical aspect, advising the board about these relevant issues and publish such advices to help tech community to have best practices to keep secure and stable Internet.  To become member another member indicated me. Once inside we started a Membership Committee to make a more transparent rule to technical persons around the world be able to apply and become a member. It was a very relevant learning period that I believe added value to my knowledge of ICANN security and stability main aspects and problems.  I asked to leave after my term since I was quite involved in projects in our region that allowed me to be more connected with the region.

• NOMCOMM

 Nominating was a great experience, both as chair, even with all problems we had due the assigned chair to be that did not performed adequately and abandoned the group, and as LAC region representative. We did huge outreach effort to bring more candidates from our region and we succeed since now we had much more LAC members in different leadership positions in ICANN.

NOMCOM had also improved a lot its transparency and I had first published as Chair the road map with our tasks and dates to the entire community to follow our work.  The following NOMCOM I have participated as LAC region representative also added lots of improvement into transparency and the report I have started as SSAC representative some time before, become a normal task inside the committee. I commit myself to put the report into Spanish and English to allow all LACRALO members to follow.

• FELLOWSHIP PROGRAM

I had the opportunity to proposal and approved this program during my term at the Board back in 2007 and after it started I have been member for 3 years and we organized and defined rules and some processes but the success of this program is all due Janice management. She has being done a great work.

• BOARD ALUMNI

As former member of the Board I participate in this group – we have a email list to exchange ideas and can advise to the board in a regular breakfast meeting with the Board, during ICANN meetings,  to whom is attending the meeting ( there is no sponsorship for the group to attend). The opportunity is open to each former member present or remote to address any relevant issue to be debated.

• DNS WOMEN

Even not a formal group it has its agenda slot at ICANN meetings and the regular presence each breakfast overture of the chair and CEO of ICANN. Together with Karla Valente, at the time Director of ICANN, we started the idea and got the support of more 3 women. Among us we work for organize, invite, make the agenda and get sponsorship (ICANN does not sponsor it). We started with few women; mostly exchange their experiences in improving Internet users knowledge and facilities in their region, being an inspiration to all other attendants. Nowadays we have around 90-100 women at each breakfast and we also go to talk with NGOs, universities and women members of the government in each region, at least one of us manage to be.

• LACNIC/ LACTLD, LACIGF and NET MUNDIAL

The last year I participated at LACNIC/LACTLD in Colombia, LACIGF in El Salvador and NET MUNDIAL in Sao Paulo not representing any ICANN group, but since those are relevant part of ICANN community I believe deserved a place in this statement.
