The attached draft attempts to provide the outline for presenting the considerations in selecting either Option 1 or 2. Note, it is not presented as a plusses and minuses as that could potentially depend on the audience – if the WG disagrees with this approach, it can of course be revised. It also provides links to relevant GAC Advice for recommendations 5 and 6, though this has not yet been turned into text. Apologies for the incomplete nature of this draft.
