Description:

Each of the communities should determine whether or not existing mechanisms outside of the IANA Functions Contract are sufficiently robust to hold the IANA Functions Operator accountable to the affected communities for the proper performance of the IANA Functions after the IANA Functions Contract expires; and if they are not, the communities should determine what additional accountability mechanisms will be needed.

In March 2015, the NTIA requested ICANN and Verisign to work together to develop a proposal for transitioning the NTIA's administrative role associated with root zone management. A proposal was submitted in August 2015, and Root Zone Maintainer Agreement was published for public comment on 29 June 2016 (see announcement here: https://www.icann.org/news/blog/root-zone-managementtransition-update-preservation-of-security-stability-andresiliency) and was approved by the Board on 9 August 2016 (https://www.icann.org/resources/boardmaterial/resolutions-2016-08-09-en#2.c).
