Description:
The SSAC recommends that the ICANN community should seek to identify validation techniques that can be automated and to develop policies that incent the development and deployment of those techniques. The use of automated techniques may necessitate an initial investment but the long-term improvement in the quality and accuracy of registration data will be substantial.

| Phase 5 | AP Feedback | SSAC responded to SAC058 Recommendation 3's status as Closed in the 19 October 2016 letter: The notes in the "Actions Taken" column are irrelevant and do not justify a "Closed" status. The advice in SAC058 is to discuss requirements and procedures for validating contact data for all registrations, assumed to be performed by the registrars and/or registries. The "Actions Taken" column cites the WHOIS Accuracy Reporting System (ARS) as justification for closure, but the ARS is tangential and simply does not address the issues that SSAC was talking about. (The ARS is operated by ICANN, relies on extant validation requirements, and merely provides reactive data input about a very limited number of domains.) Technically the advice is to the community (especially the GNSO), but I suggest it would be relevant for the Board to track as the RDS PDP proceeds, to make sure the advice is at least considered. |

The WHOIS Accuracy Reporting System was born out of the Recommendations from the WHOIS Policy Review Team of 2012. With the system, ICANN committed to proactively identifying potentially inaccurate generic Top Level Domain (gTLD) WHOIS contact data and forwarding potentially inaccurate records to gTLD registrars for investigation and follow-up. To accomplish these tasks and address Governmental Advisory Committee (GAC) concerns on WHOIS accuracy, ICANN initiated the development of the WHOIS Accuracy Reporting System (ARS)?a framework for conducting repeatable assessments of WHOIS accuracy, publicly report the findings, and provide data to the ICANN Contractual Compliance team to follow up on potentially inaccurate records with registrars.
