    Happy to discuss, but the real issue is  how a contract between two parties - ICANN and Rose - but what you are saying is that one of those parties - ICANN - does not want to be responsible for enforcement.  The issue in contract law is the difficulty with non-parties to a contract having standing to use the contract to enforce the contract terms
