4. At-Large Advisory Committee
a. The role of the At-Large Advisory Committee (“ALAC”) shall be to consider and provide advice on the activities of ICANN, insofar as they relate to the interests of individual Internet users.

4. At-Large Advisory Committee
a. The At-Large Advisory Committee (“ALAC”) shall provide ICANN with advice on policy and input into operations. It is an important part of ICANN's accountability mechanism and a catalyst for ICANN's outreach work.

- I dropped "insofar as they relate to the interests of individual Internet users" of the present text, because I believe that *all* policies and operational decisions relate to the interests of individual users -- or at least that should be our view.
- ALAC's role should be defined in a more detailed manner in XI 4j ("The ALAC is also responsible etc...")

a. The ALAC is the primary organizational home within ICANN for individual Internet users, whose views and concerns it captures, aggregates and articulates in order to offer a representative input into ICANN’s processes.
b. The ALAC shall provide ICANN with advice on policy and input into planning and operations from the individual users’ point of view. It plays an important role in ICANN’s present and future accountability mechanisms and functions as a two-way channel for ICANN’s outreach to the individual user community.
c. On issues that clearly affect individual users or have implications for them, ALAC’s advice shall be sought and considered by relevant SO’s or the Board. The ALAC may also put such issues to the SO’s or Board directly, either by way of comment or prior advice, or by way of specifically recommending action or new policy development or revision to existing policies.
d. If the ALAC’s advice is not followed in the development of the policy, a response should be sent to the ALAC with an explanation, or an explanation should be provided in the policy document or in the minutes of its discussion.

j. The ALAC is also responsible, working in conjunction with the RALOs, for coordinating the following activities:
1. Making a selection by the At-Large Community to fill Seat 15 on the Board. Notification of the At-Large Community’s selection shall be given by the ALAC Chair in writing to the ICANN Secretary, consistent with Article VI, Sections 8(4) and 12(1);
2. Keeping the community of individual Internet users informed about the significant news from ICANN;
3. Distributing (through posting or otherwise) an updated agenda, news about ICANN, and information about items in the ICANN policy-development process;
4. Promoting outreach activities in the community of individual Internet users;
5. Developing and maintaining on-going information and education programs, regarding ICANN and its work;
6. Establishing an outreach strategy about ICANN issues in each RALO's Region;
7. Making public, and analyzing, ICANN's proposed policies and its decisions and their (potential) regional impact and (potential) effect on individuals in the region;
8. Offering Internet-based mechanisms that enable discussions among members of At-Large structures; and
9. Establishing mechanisms and processes that enable two-way communication between members of At-Large Structures and those involved in ICANN decision-making, so interested individuals can share their views on pending ICANN issues.
