Holistic Review (ATRT3)

Overview

The timing and scope for “Holistic” review of the ICANN community structures have not been established (see Final Report). In the letter of 12 October 2020 to the GSNO Council and Leaders, ICANN Board suggested a meeting in order to hear their views on the scheduling of the next GNSO review, considering recent developments and the third Accountability and Transparency Review (ATRT3) recommendations.

Action

The ICANN Board's Organizational Effectiveness Committee (OEC) is working with community volunteers to develop the Terms of Reference for the pilot Holistic Review.

The ICANN Board OEC is working with community volunteers to develop the Terms of Reference for the pilot Holistic Review. The ICANN Board’s action on the ATRT3 Recommendations, in addition to specifying that the Holistic Review pilot is subject to prioritization, included a set of initial questions that need to be addressed in a Terms of Reference - see Scorecard, recommendation 3.5, pages 7-10.

The pilot Prioritization Framework is being developed to look at the Specific Reviews, which will include the ATRT3 Holistic Review.

Work related to the Pilot Holistic Review continues with the ATRT3 Shepherds, ICANN Board and ICANN org developing the Terms of Reference (TOR) for the Pilot. Once the TOR is final, the Pilot Holistic Review will begin and is anticipated to take 18 months
