Prioritization Framework
Overview
“Planning at ICANN” is one of the Operating Initiatives included in ICANN’s Five-Year Operating & Financial Plan. Its objective is to enable ICANN org to prioritize its activities with community input, to deliver our mission in the global public interest in both an efficient and cost-effective way. Due to the large volume and complexity of implementation resulting from policy and review work, there is a need to prioritize the implementation work.
When completed, the final Prioritization Framework will cover major org-led initiatives (such as the Information Transparency Initiative or the Naming Services Portal) and community-driven work (such as the various Policy Development Processes and implementation of their outcomes as well as Reviews, advice and their implementation). The aim is for the final Prioritization Framework to be incorporated into the annual planning process.
To this end, the ICANN org Planning Department will conduct a pilot project between March – April to test a draft framework with the community.

Action
The Planning Team has sought feedback on the design of the Framework from all SOACs. It has requested that the SOAC groups, including the GNSO Contracted Parties House (CPH), Commercial Stakeholder Group (CSG), and Noncommercial Stakeholder Group (NCSG), consider participating in the Prioritization Pilot through one representative and one alternate each. This group has now been established.
For the GNSO community, the remit of the GNSO Council’s Standing Committee on Budget & Operations (SCBO) is currently limited, such that it does not have the authority to represent the full interests of the GNSO community. The Planning Team therefore engages directly with the GNSO Stakeholder Group and Constituency (SG/C) leaders for this project, facilitated by Policy staff via the GNSO-SG-C-leadership@icann.org mailing list.

2022-02 | Based on feedback from the community, including through direct engagement with the GNSO SG/C leaders and meetings with the Contracted Parties House, the CSG, and NCSG, ICANN org has developed and published a draft Prioritization Framework. Through April 2022, ICANN org will work with community representatives on a pilot of the Prioritization Framework focused on the implementation of Specific Reviews. The pilot will test the processes and methodologies developed in the draft framework and identify gaps for further improvement. |
2022-05 | In May 2022, ICANN org concluded a series of teleconferences for the pilot project, which focused on the implementation work of ICANN Board approved recommendations from Specific Reviews. The output of the Pilot is a list of prioritized Board-approved Specific Review recommendations to be published as a resource document for the Proposed for Adoption FY23-27 Operating and Financial Plan presented to the ICANN Board for Adoption in May 2022. A lessons-learned document is to be produced that will provide feedback to enable the org to further refine and improve the Planning Prioritization Framework. The Planning Prioritization Framework V2 will be shared and implemented during the FY24 Annual Planning Process. |
