5. Next steps
● On “issues”
○ Issues table for discussion / input at Plenary on 26 April 2017
○ Develop possible responses that could resolve problems identified in the Issues
table, collaborating with staff.
● On “delegations”
○ Draft a one pager that contextualises the existing delegation guidelines, and
circulate it for review and discussion among the WG (delayed due to change in
focus to responses to staff questions)
● On ”measures”
○ Will update

Cheryl Langdon-Orr (CLO): Agree Jordan the "give us the indesputable facts line' is a diversion tfrom our main work to say the least, but we DO need to capture more details in the examples
Jordan Carter: and in that case (staff travel), it is about the role. And then working out whether that's a staff accountability issue or an organisational functional success issue
Cheryl Langdon-Orr (CLO): exactly as the 'same'issues seem to have been around through several staff appointments to the role
Jordan Carter: is "functional fulfilment" part of our role? I don't think it is. Whether ICANN does its job effectively or not isn't a staff accountability problem IMO
Alan Greenberg: Correct.
Jordan Carter: If it's not about the person (evidenced by multiple people having same challenge) it's about resource allocation and priority
Jordan Carter: if there's a general ""service quality"" problem in some functions, that could be raised as an issue, but what's the resolution?
Jordan Carter: is it a staff accountability issue, in other words
Alan Greenberg: That will cover SOME of the issues, but there are others that you cannot mention without it becoming personal.
Jordan Carter: and that safe space - safe forum is one of the systemic gaps
Jordan Carter: and has been raised as one of the issues
Jordan Carter: so that's good
Jordan Carter: I'd characterise those issues as "possible gaps in the HR system"
Patrick Dodson: agree Alan, but I think we can then explore ideas for how specific individual instances can be addressed without overly excelating as a formal complaint to the complaints office or ombuds for example
Jordan Carter: the issue is people who aren't trouble makers, but people who are troubled
Jordan Carter: which ties us back to culture
Jordan Carter: if there's a cultural premium on loyalty, that would help explain that approach
George Sadowsky: Donald Trump values loyalty a lot also. We are in trouble
Jordan Carter: living with our ghosts
