Brief Overview
Purpose: The community is asked to provide feedback on four questions related to the document "Process for Streamlining Organizational Reviews: A Proposal", which is the focus of this public comment:
- Do you/your organization agree with the proposed list of issues that should form the focus of the streamlining process? If not, with which do you disagree and what would you like to add?
- Do you/your organization agree with the proposed underlying principles that should guide the solutions? If not, with which do you disagree and what would you like to add?
- Do you/your organization agree with the community role in the streamlining process? If not, what would you propose?
- Do you/your organization agree with the proposed high-level timeline? If not, what would you propose?
Current Status: The second round of organizational reviews being almost complete, the community has raised issues that indicate the reviews would benefit from streamlining and the Board has concurred that the organizational review process would benefit from adjustments. ICANN organization has drafted this proposal on how the process of streamlining should be conducted and on which issues it should focus. Once these criteria are agreed upon, the Board will work with the ICANN community, assisted by ICANN org, to find appropriate solutions that have community support.
Next Steps: ICANN.org will incorporate feedback from this public comment proceeding into an updated final document capturing the process and focus of the streamlining of organizational reviews. The streamlining process will start as soon as possible thereafter.
Section I: Description and Explanation
Community members have expressed concerns and observations regarding the number of concurrent organizational reviews as well as their purpose and the way they are conducted. Similarly, the Board is striving to improve processes and increase efficiency and effectiveness of the organizational review process. Therefore, streamlining ICANN's organizational review process is an important task, addressing community concerns by improving the effectivenss and efficiency of these important accountability and transparency processes.
The second round of organizational reviews is about to be completed. The community and the OEC, who oversee all reviews, have identified areas that could be streamlined. This public comment on the process of how that streamlining would work and on what issues it would focus is the first step in this process
These proposed lists, on which community input is sought, are distilled and derived from community feedback, as well as the Organizational Effectiveness Committee's (OEC) observations during the second round of organizational reviews:
Areas subject to streamlining
- Purpose and scope of organizational reviews
- Limited pool of suitable independent examiners, and selection of independent examiners
- Whether or not recommendations issued by independent examiner should be binding or non-binding
- Length of the entire review process including implementation
Principles that shall guide the solutions to the issues to be addressed in streamlining reviews
- Accountability
- Timing
- Consistency
- Industry-wide best practices

The roles of the ICANN Board, as well as the community, are clarified in "Process for Streamlining Organizational Reviews: A Proposal". A timeline is also provided with the goal of completing the streamlining process prior to the onset of the next round of organizational reviews, due to start June 2021.
