The conclusion reached within the report that ‘the current structure of two Houses, four Stakeholder Groups, and multiple Constituencies, is very complex but allows for functional diversity while maintaining the balance of voting power between the Contracted and Non-Contracted Parties’ Houses’ totally misses the point. Whilst maintaining the voting balance is an important factor it is NOT an overriding reason to maintain a structure that is broken and substantially disadvantages a large part of the GNSO Community. |
