Kathy Schnitt: (11/12/2014 16:09) Welcome to the At-Large Metrics Working Group call on Thursday 13 November 2014 at 17:00 UTC

Kathy Schnitt: (16:10) Meeting Page: https://community.icann.org/x/WDPxAg

Dev Anand Teelucksingh: (11/13/2014 12:01) Hello everyone

  Oksana Prykhodko: (12:02) Hi everyone

Kathy Schnitt: (12:02) Hello Dev Anand and welcome

Kathy Schnitt: (12:02) Hello Oksana and welcome

Gisella Gruber: (12:03) @ Olivier - we are dialling out to you

  Olivier Crepin-Leblond: (12:04) thx - on now

Maureen Hilyard: (12:09) Thank you Silvia.. this was a great overview of current status of RALOs

Silvia Vivanco: (12:10) Thank you Maureen, so as I mentioned 2 things could follow up from this: 1) COMMON benchmarks for ALL RALOs and 2) Enforcement

Silvia Vivanco: (12:11) We could come up with COMMON benchmarks first-

Maureen Hilyard: (12:11) @ Alan - Glenn has contributed greatly to the discussions relating to metrics for ALAC and ALSes

Maureen Hilyard: (12:11) @Silvia - I agree and the status doc gives us some ideas already

Silvia Vivanco: (12:13) The challenge seems to be to define an achievable Benchmark

Silvia Vivanco: (12:14) for all RALOs

Silvia Vivanco: (12:18) ALAC ROPs: https://community.icann.org/display/atlarge/Rules+of+Procedure

Dev Anand Teelucksingh: (12:19) Having now seen the LACRALO "metrics" for the first time, the text is very confusing

Maureen Hilyard: (12:20) Yes thanks Cheryl

Silvia Vivanco: (12:21) General Obligation of ApplicantsEach ALS must inform the RALO in writing if it is unable or unwilling to continue to comply withany of the obligations or requirements of ALS status, and the RALO shall similarly inform the ALAC.

Silvia Vivanco: (12:22) @ Maureen the document ALAC/2007/SD/2.Rev7

Maureen Hilyard: (12:22) @Dev - it looks more than a discussion

Cheryl Langdon-Orr 2: (12:22) Minimum criteria for an At-Large Structure:Commit to supporting individual Internet users' informed participation in ICANN by distributing to individual constituents/members information on relevant ICANN activities and issues, offering Internet-based mechanisms that enable discussions of one or more of these activities and issues among individual constituents/members, and involving individual constituents/members in relevant ICANN policy development, discussions and decisions.Be organised so that participation by individual Internet users who are citizens or residents of countries within the Geographic Region in which the ALS is based will predominate in the ALS' operation. The ALS may permit additional participation by others that is compatible with the interests of the individual Internet users within the region.Be self-supporting (not rely on ICANN for funding).Post on the Internet (on the ALAC's website or elsewhere) publicly-accessible, current information about the ALS's goals, structure, description of

Silvia Vivanco: (12:22) AT-LARGE ADVISORY COMMITTEEGUIDELINES FOR AT LARGE STRUCTURES (ALS) APPLICATIONEVALUATION

Silvia Vivanco: (12:23) @ Maureen I will send you the document which provides the guidance for staff to evaluate ALS applications

Dev Anand Teelucksingh: (12:23) @Maureen: re: LACRALO - it was held behind closed doors and the intent is the have a 30 day comment period and then vote

Dev Anand Teelucksingh: (12:23) @Maureen - so this is intended to be in final form

Alan Greenberg: (12:24) Timing is unfortunate, but we cannot change history and have done this overall review a year or two ago.

Alan Greenberg: (12:25) One of question we need to look at is to what extent we can apply New criteria retroactively to ALSes already certified.

Maureen Hilyard: (12:26) @Silvia - I just wondered if the expectations were listed somewhere so that they know what they are getting into before they apply perhaps...

Cheryl Langdon-Orr 2: (12:27) We could of course go through a 're committment' / aggreement exercise (dare I say reaffirmation)  wiuth all ALSes

Silvia Vivanco: (12:28) @ Maureen yes see application form: 3. If your Organisation is accredited, will it commit to participating actively in theRegional At-Large Organisation (RALO) for the region in which yourOrganisation is based?Indicate Yes or No: __________

Maureen Hilyard: (12:28) @Dev - well that is a different matter if this is LACRALO's final decision - it is not in a logical format so I agree with some confusion

Dev Anand Teelucksingh: (12:28) Indeed, the table is useful - thanks Silvia

Silvia Vivanco: (12:29) You are welcome Dev. I will keep updating it

Silvia Vivanco: (12:29) as RALOs approve their rules

Siranush Vardanyan: (12:29) +1 Tijani, if we don't measure, we will never improve. And I know many ALSs do not want this metrics to be in place, saying that whatever is done - is voluntary, but I don't agree, we also measure our own involvement and yes, if they get funding to come somewhere, they have to be also responsible

Maureen Hilyard: (12:30) @Silvia.. this acceptance on application  therefore that does give the RALO a right to assess their commitment to this requirement

Silvia Vivanco: (12:30) @ Maureen: 4. If your Organisation is accredited, does it or will it agree to adhere to theprovisions of the Memorandum of Understanding (MoU) between the otherALSes in your Geographic Region and ICANN, as if it were an original signerof that document?Indicate Yes or No: _____Yes______The texts of the MoUs can be found at:https://community.icann.org/display/atlarge/Reference+Texts

Silvia Vivanco: (12:30) @ Maureen: correct

Silvia Vivanco: (12:32) this is from the ALS application form

Dev Anand Teelucksingh: (12:32) But that's the MOU, not the RALO Operating Principles

Silvia Vivanco: (12:32) so the ALSes have signed and applied with a commitment

Silvia Vivanco: (12:32) correct Dev, nevertheless this is a legal commitment Dev

Dev Anand Teelucksingh: (12:35) Indeed, Silvia. but the legal committment in the MOUs doesn't mention any thresholds as such. But its an important reminder as to what the ALS signed up for

Dev Anand Teelucksingh: (12:35) and the metrics would be an indicator as the ALS not upholding the MOU

Silvia Vivanco: (12:35) @ correct Dev, the MOUs do not include specifci metrics

Silvia Vivanco: (12:37) APRALO MOU: 6.4 The APRALO Annual General Meeting shall determine the extent to whichALSes in the Region not a party to this Memorandum of Understandingmust consent to be bound by its terms in order to participate in thegovernance and activities of the APRALO, and any the procedure to beused to signify the same, as well as the procedure by which an ALS mayrevoke its consent once given.

Kathy Schnitt: (12:48) @Cheryl, I am checking with Janvier now.

Janvier Ngnoulaye: (12:50) I had a power shortage, It's fine now. Thank you

Kathy Schnitt: (12:50) Thank you Janvier.

Cheryl Langdon-Orr 2: (12:50) Good to know  trhanks

Maureen Hilyard: (12:51) The ALAC metrics still lacks the measurements for the attendance/participation table

Cheryl Langdon-Orr 2: (12:51) indeed  @ Maureen we need to pick up on hat in our proposal/paper

Cheryl Langdon-Orr 2: (12:53) Excellent  as I also see this as a staged impolementation and continuous imporvement pricess

Silvia Vivanco: (12:56)  ----------------------------------------------------------------------- (11/13/2014 12:37) ----------------------------------------------------------------------- Silvia Vivanco: APRALO MOU: 6.4 The APRALO Annual General Meeting shall determine the extent to whichALSes in the Region not a party to this Memorandum of Understandingmust consent to be bound by its terms in order to participate in thegovernance and activities of the APRALO, and any the procedure to beused to signify the same, as well as the procedure by which an ALS mayrevoke its consent once given

Heidi Ullrich: (12:57) @Alan, a reminder to you is on its way ;)

  Cheryl Langdon-Orr 2: (13:00) Agree totally with that @OCL

Maureen Hilyard: (13:00) @Olivier - actually the consequences issue came from the RALOs more than from the introduction of metrics which focused more on the expectatino of the ALAC RoPs

Siranush Vardanyan: (13:01) + 1 Olivier, this is what APRALO is usually mentioning, metrics should be look from positive perspective, not negative

Cheryl Langdon-Orr 2: (13:01) I am in fact on the record as speaking AGAINST  any decertification  of ALSes

Dev Anand Teelucksingh: (13:01) +1 Olivier

Olivier Crepin-Leblond: (13:02) Adding to what I have said, I would also like to be able to use the metrics in showing how WELL we are doing and how much work this community is doing. Use the metrics positively.

Siranush Vardanyan: (13:02) but the metrics should be there even if we are talking on positive note, like people should be encouraged when they do something good, best practices should be shared, etc.

Dev Anand Teelucksingh: (13:02) Re: LACRALO I don't think that's happening (using metrics positively)

Silvia Vivanco: (13:03) Great point Olivier, a  very good approach is to focus on rewarding ALSes and encouragement

Olivier Crepin-Leblond: (13:03) I think that ALSes who have representatives that are doing a lot of work should be recognised and for this recognition to reflect well on the ALS concerned. that's all part of the incentives for ALS representatives to be more actively engaged

Maureen Hilyard: (13:03) @Dev - this was my point

Siranush Vardanyan: (13:05) very interesting discussion, but need to take my little boy to the bed, thus need to leave now, my apologies

  Maureen Hilyard: (13:05) Bye Sirik

Silvia Vivanco: (13:05) Thank you for joining Siranush

Kathy Schnitt: (13:05) Thank you Siranush.

Dev Anand Teelucksingh: (13:05) Adobe Connect 9 engagement tool  : http://www.adobe.com/content/dam/Adobe/en/products/adobeconnect/pdfs/web-conferencing/The_Rules_of_Engagement_wp_ue.pdf

Maureen Hilyard: (13:06) @Dev - a very positive perspective of participation

Janvier Ngnoulaye: (13:07) Yes , I'm happy with that perspective

Silvia Vivanco: (13:10) we can do a test after each call :)

Alan Greenberg: (13:13) I bet we can find a tool to automatically move the mouse to ensure 100% perceived activity!  Perhaps we can make a bit of money selling such a tool...

Dev Anand Teelucksingh: (13:13) the document notes that Adobe Connect provides options for hosts to allow meeting participants to opt-out of being tracked for engagement

Janvier Ngnoulaye: (13:13) Yes a test is suitable. The Chair should be able to run it well within the timeline of the meeting

Alan Greenberg: (13:14) Sorry, it has been a long couple of days. Humour is the only way I survive.

Silvia Vivanco: (13:15) Next meeting please? same day/time

  Silvia Vivanco: (13:15) 2 weeks?

Silvia Vivanco: (13:15) Ok I will check with Gisella

Silvia Vivanco: (13:16) ok  got it Cherly

Alan Greenberg: (13:16) Cherly - I like that!

  Silvia Vivanco: (13:17) • Thursday 11 December 2014 at 1700 UTC• Thursday 8 January 2015 at 1700 UTC

  Silvia Vivanco: (13:17) Next calls

Alan the Irreverent: (13:19) DEfinitely need a way to detect a Chair who is slacking off.

Maureen Hilyard: (13:19) yes.,, lets work on that one first :)

Maureen Hilyard: (13:20) We've already made a start on that now.. so may as well go with the leadership area first

Maureen Hilyard: (13:26) I know... no pressure!!

Silvia Vivanco: (13:27) you are noted Maureen

Alan the Irreverent: (13:27) Being volunteered is a great tradition.

Alan the Irreverent: (13:28) It will be easier scheduling meetings with just you and Maureen...

Silvia Vivanco: (13:28) I will note Alan and Olivier (subject to time?)

Tijani BEN JEMAA: (13:28) I'm dropped

  Silvia Vivanco: (13:29) OK  noted

  Janvier Ngnoulaye: (13:29) Bye Tijani
