Motion to Confirm the Leadership of the Standing Committee on Continuous Improvements (SCCI)

WHEREAS,
On 16 June 2021, the GNSO Council initiated the Council Committee for Overseeing and Implementing Continuous Improvement (“CCOICI”) Framework as a pilot to administer the GNSO’s work that is focused on structural, procedural, and process improvements, rather than policy development.
When the pilot concluded, the Framework was reevaluated through a survey conducted by all relevant ICANN Community Stakeholder Groups and Constituencies (“SG/Cs”) during February-March 2024.
The survey determined the CCOICI to be the appropriate mechanism to deal with such issues and to continue with its work following the revision of its charter focusing on the improvements to its membership structure and the decision-making process. The GNSO Council approved of this work to start in May 2024.
In revising the draft charter for a permanent standing committee, the Team considered elements such as scope of work and its future assignments, membership and leadership structure of the CCOICI and its Task Forces (TFs), and the decision-making methodology.
The members of the CCOICI agreed to change the name of their group to the Standing Committee on Continuous Improvements (SCCI) as reflected in the charter.
At the GNSO Council meeting on 13 November 2024, the Council adopted the SCCI charter.
On 26 November 2024, a Call for Volunteers was sent out to recruit the members for SCCI, completing the membership by the end of January 2025.
On 02 March 2025, the SCCI submitted the following leadership roles to the Council for confirmation: Manju Chen for Chair and Ajith Francis for Vice-Chair.
RESOLVED,
The GNSO Council confirms the following SCCI members in their leadership roles: Manju Chen for Chair and Ajith Francis for Vice-Chair.
The GNSO Secretariat notifies the SCCI that the GNSO Council has confirmed the leadership.

Motion to Acknowledge the Election for Seat 13 on the ICANN Board of Directors

WHEREAS,
Pursuant to Section 7.25 of the ICANN Bylaws, and the Generic Names Supporting Organization (GNSO) Operating Procedures, Annex 6 [gnso], pertaining to ICANN’s Board of Directors Seat 13, the Contracted Parties House (CPH) held a third round of voting with a single candidate election held from 19-26 February 2025.
According to Annex 6, the winning candidate must achieve more than 50 percent of the vote in one Stakeholder group and at least 50 percent in the other Stakeholder Group (Minimum Vote).
Based on the above guidance the CPH has met the Minimum Vote requirement.
The CPH notified the GNSO Council on 26 February that the winning candidate was Greg DiBiase.
RESOLVED,
The GNSO Council hereby acknowledges the CPH election of Greg DiBiase for Board Seat 13.
The GNSO Council directs the GNSO Secretariat to notify the CPH of the above acknowledgement.
The GNSO Secretariat, on behalf of the GNSO Chair, notifies the Empowered Community Administration with a copy to the Secretary of the election results as prescribed by Section 7.25 of the ICANN Bylaws.
Motion – Adoption of the Transfer Policy Review Policy Development Process Working Group Final Report

WHEREAS:
On 18 February 2021, the GNSO Council initiated a two-phased Policy Development Process on a review of the Transfer Policy.
On 24 March 2021, the GNSO adopted the Charter for the Transfer Policy Review Working Group.
On 21 June 2022, the Transfer Policy Review Working Group published its Initial Report on Phase 1(a) of its work.
On 16 February 2022, the GNSO Council approved the Project Change Request submitted by the Transfer Policy Review Working Group to combine its two phases of work into one phase, after the Working Group recognized dependencies between the two phases.
On 1 August 2024, the Transfer Policy Review Working Group published its consolidated Initial Report, which included responses to all of its charter questions.
On 31 January 2025, the Transfer Policy Review Working Group reached Full Consensus on all of the forty-seven (47) final policy recommendations within its Final Report.
On 5 February 2025, the Transfer Policy Review Working Group submitted its Final Report to the GNSO Council for its consideration and review.
RESOLVED:
The GNSO Council approves, and recommends that the ICANN Board adopt, all forty-seven (47) final recommendations in the Transfer Policy Review Working Group’s Final Report.
Should the final recommendations be adopted by the ICANN Board, the GNSO Council requests that ICANN org convene an Implementation Review Team (IRT) to assist ICANN org in developing the implementation details for the Transfer Policy Review final recommendations to ensure that the resultant implementation conforms to the intent of the approved recommendations. The GNSO Council recommends that the IRT shall operate in accordance with the IRT Principles and Guidance approved by the GNSO Council in June 2015.
The GNSO Council thanks the leadership, members, participants, and liaisons to the Transfer Policy Review Working Group for their commitment and hard work in completing the Final Report for this Working Group.
