Farzaneh Badiei: (12:19) and the other problem is that the office is internal. external dispute resolution mechanisms bring more neutrality and independence.

Phil Khoury: (12:27) Agreed Farzaneh - an external ombuds is more independent - however rarely used in a 'single' organisation. Feedback we received led us to think that a robustly separate 'internal' Ombuds was closer to being accepted than an 'external' model. But of course that is a possibility. Phil

Alberto Soto: (12:35) I do not think I can live in isolation from the community. It is the way of knowing the reality of it. He does not do it to make friends, and in his choice this is taken into account.
Farzaneh Badiei: (12:36) yes but I'd like my comments to be considered in this group and be reported to CCWG
Bernard turcotte - ICANN: (12:38) Farzaneh - usual process is that if you do not feel your comments were accomodated in the draft recommendations of the this group - whenever this group completes these - you can always ask for a minority stmt to be included - but we seem to be far from that yet
Cheryl Langdon-Orr (CLO): (12:38) I just don't want us to get caught up in what *may* be minority views at this stage
Farzaneh Badiei: (12:38) Alberto, ombuds does not have to mingle with the community to understand it. where in the world ombuds mingles and makes friends with the potential complainants?

Farzaneh Badiei: (12:42) so what I am saying is minority view in this group? no one supports it? if so I will take it to CCWG

Farzaneh Badiei: (12:44) who is the penholder? who is making the report? can they take my comment into account? I can file a minority statement otherwise
Bernard turcotte - ICANN: (12:46) Farzneh - regardless who holds the pen the draft report has to be approved by this group before it goes to the plenary and if you feel at that point your points have not been properly considered you can certainly bring these up at the plenary when the document comes up for a reading
