Single Row Scaffolding Issue

This is a test to see if the problem experienced in CROPP-FY16 can be replicated in another Space. In essence, when Scaffolding fields are entered into a table with a single row, the data will no longer save. Below is a single row table for the purpose of testing this hypothesis: 

CONFIRMED: The data will NOT save in the above configuration. 

Now I am adding a second header row to check if that solves the problem.

CONFIRMED: Adding a header row to the table does something which enables the fields to be saved!
