Pilot Holistic Review Project - ATRT3 Recommendation 3.5
BACKGROUND:
September 2024 -
- Review Team publicly announced & assembled for inaugural meeting
- ICANN Board adopted the Pilot Holistic Review Operating Standards, in line with its 29 April 2024 resolution and the Pilot Holistic Review Terms of Reference.
- SO/AC Chairs selected review team members and identified review leadership from list of nominated applicants.
April 2024 - The ICANN Board took action to initiate the Pilot Holistic Review.
September 2023 - Second public comment on revised Terms of Reference
August 2022 - First public comment on draft Terms of Reference
March 2022 - A Terms of Reference (ToR) Development Team, was assembled.
November 2020 - The Third Accountability and Transparency Review (ATR3) Team called for a new Specific Review, the Holistic Review (recommendation 3.5). The ICANN Board approved the recommendation the caveat that the first Holistic Review proceed as a pilot (the PHR), “subject to prioritization and available resources” and “pursuant to a community-agreed Terms of Reference (ToR).”
CURRENT STATUS:
- The PHR is tasked with developing methodologies and guidelines for future Holistic Reviews to ensure they yield the outcomes intended by the ATRT3.
- The PHR Team has been working to reach consensus on the Holistic Review’s (HR) purpose, scope, and inputs since its inaugural meeting on 30 September 2024.
- A survey of the PHR Team showed:
- There is alignment among the team members that Continuous Improvement Program (CIP) reporting will produce the data required for a Holistic Review to perform its assessments, making CIP reporting a dependency for the PHR to develop guidelines and methodologies for a Holistic Review.
- Continued confusion about the scope of the HR’s recommendations and how best practices for the assessment of a Continuous Improvement Program (CIP) would be determined and by whom.
- At their last plenary meeting, PHR Team discussion on the survey results reinforced the points referenced above.
PROPOSED NEXT STEPS:
Pilot Holistic Review team to receive guidance on pathway forward from ICANN Board, and confirm Holistic Review's purpose, scope and inputs.
