The purpose of the Operational Design Phase (ODP) is to provide the Board with relevant information to decide, as required by the Bylaws, whether a recommendation is in the best interest of the ICANN community or ICANN.
The ODP is scoped and initiated by the ICANN Board. During the ODP, ICANN org will assess Generic Names Supporting Organization (GNSO) Council-approved Policy Development Process recommendations (GNSO Council recommendations). 

The paper was first circulated in October 2020, a second version, shared with SO/AC leadership on 17 December 2020, the final version was published via a blog on 11 March 2021.
