Notes and Action Items from SCCI Meeting #4 on Wednesday, 16 April, 2025.
[KEY OUTCOMES]
Agreement that a clear message will be conveyed to the community on the rationalization of an EPDP; Selecting EPDP over a PDP and the criteria for the need/no need of an Issue Report.
Various agreements on enhanced preparatory activities for EPDP: No concerns on resolving the “Robust use of Charters” item as already addressed and complete; No further action necessary for “Identification and pre-collection of data” item as already addressed in the updated charter template (p.3); No concerns on “Subject Matter Experts (SME) input” item as already addressed in the updated charter template (p.7) but also as the current method is satisfactory.

Recap of Meeting #3
While sharing the key outcomes and action items from Meeting #3, it was announced that meetings will be cancelled next week (23 April) and on 7 May. Noted that SCCI work is ahead of proposed schedule and these cancellations will not adversely affect the intended plan or progress of work.
Added that the review of CIP Criteria with SG/Cs will be extended for 2 weeks (due by 30 April) to discuss on 14 May.

PSR Analysis on EPDP:
Agreement Thus Far
Outcome: Agreement that the message will be conveyed clearly to the community on the rationalization of an EPDP; why there is no need for an Issue Report (selecting EPDP over PDP) and what is the criteria for the choice being made. More details can be found on the “Applicability” for an EPDP in Section 1 of the EPDP Manual. Ultimately, it will be at the discretion of the GNSO Council.
Continue Discussion: Enhanced preparatory activities for EPDP including the chartering and scoping
Reminded the SCCI Team that all suggestions from PSR do not have to be taken, considering the current developments, usefulness, applicability, etc.
Outcome: “Robust use of charters” seems to suggest that more should be done to ensure adherence to charters - There were no concerns from the SCCI Team on resolving this issue as complete/already addressed.
Outcome: “Identification and pre-collection of data” item addressed in theupdated charter template (p.3) - no further action necessary.
Noted that the “Subject Matter Experts (SME) input” item is addressed in the updated charter template (p.7) as there is a portion related to expert contributors under the ‘Membership Criteria’ section.
Question on whether there is a process in place for the recruiting of a SME and if SCCI needs to review those processes. Noted that there is no specific procedure in place other than what is currently guided in the charter where it also stipulates: “Instruction for Charter Drafting Team Please specify if the GNSO Council wishes to run an open call for expert contributors in order to recruit individuals who have expertise, knowledge, and/or perspective that otherwise would not be present in the PDP." It is more on a need basis and can be brought to the GNSO Council per request, which helps keep it flexible and nimble; There are variety of ways to allow for flexibility and those needs to be met: WG member composition, supplemental expertise for whenever necessary. For instance, there were legal advice requested for EPDP P1 on Temp. Spec and relevant expertise (Tech Ops.) for EPDP-IDNs and those needs were met. Agreed to not be too prescriptive.

PSR Analysis on GGP
Suggestion from Leadership for SCCI Team to review the discussion topics again to consider issues such as GGP expectations. Noted that GGP is utilized for clarification of policy recommendations purposes, and if seldomly used, it may also mean that the PDP outputs do not need much clarification – which is positive. For instance, the GGP on ASP was initiated for clarification purposes as IRT prepares for the Next Round, which is a rare case. The use case of Small Teams/Small Teams Plus was brought up from their being effective, agile, and task focused, but they may have limitations in their use (Councilors focused, non-Board adoptions, etc.). These issues will be picked up and discussed at the next meeting.
AI: SCCI Members to review/consider discussion topics on GGP (maybe with SG/Cs also).
Next Steps
AI: NO meeting next week and SCCI to reconvene on 30 April.
