Julia Charvolen:Welcome to the BMSPC call on Monday 24 February 2014 at 1900 UTC
Julia Charvolen:Agenda: https://icann-community.atlassian.net/wiki/x/MQn8Bg
Dev Anand Teelucksingh:Hello everyone
Tijani BEN JEMAA:Hi Dev
Julia Charvolen:Apologies Roberto - I denied your request at first :(
Silvia Vivanco:Hello all
Eduardo Diaz:¡Hoal a todos!
Oksana Prykhodko:Hi Tijani, hi everyone!
Silvia Vivanco:Its nice to see you Oksana
Silvia Vivanco:and hope things get better in Ukraine soon
Oksana Prykhodko:Thank you, Silvia! Me too
Silvia Vivanco:we are praying for peace
Oksana Prykhodko:Yes, in our capital situation is peaceful
Silvia Vivanco:glad to hear
Oksana Prykhodko:thank you very much!
Eduardo Diaz:3 days before
Maureen Hilyard:so is the date for the first round is March 16 and then the second round is on ???
Eduardo Diaz:I am confused: What is the first round for
Maureen Hilyard:The number of candidates gets reduced.. for some reason...:)
Roberto:Am I the only one who experiences audio breaking at times?
Maureen Hilyard:The ALAC already does electronic voting, it wouldn't be difficult for the staff to set up a PULSE vote for this election
Maureen Hilyard:No roberto I am getting a good audio but on the phone because adobe often breaks up for me
Maureen Hilyard:Roberto, sorry
Dev Anand Teelucksingh:If there are more than three candidates on the Final Candidate List, the first vote of the electorate will use an accepted voting method that will allow the three most preferred candidates to be selected.
Dev Anand Teelucksingh:19.11.4 - When there are three candidates remaining, there will be a vote of the electorate. Should one candidate receive more than 50% of votes cast, that candidate will be declared the winner. If not, the candidate with the least votes will be removed. If there is a tie for last position, and if sufficient time remains, the BMSPC will run the tied election over again in case voter positions have changed. This can be done just once in any given step of the process.
Eduardo Diaz:@Dev: got it . Thanks.
Dev Anand Teelucksingh:I think staff would recieve any proxies
Maureen Hilyard:is the proxy letter to be written as a template, so that it is consistent?
Dev Anand Teelucksingh:I agree that the format of the proxy should be standardised
Oksana Prykhodko:I agree
Silvia Vivanco:I agree with you Maureen, it would be useful to do a one pager with the details defined
Silvia Vivanco:it would be useful
Roberto:Tijani, I agree but I am not voting because I am not a member
Silvia Vivanco:Fine with staff as we start travelling the week of the 17th
Silvia Vivanco:Dates in coordination with staff
Maureen Hilyard:So that means that proxy votes would have to be in by the 14th??
Maureen Hilyard:proxy voters.. not votes
Silvia Vivanco:yes Maureen that is my understanding
Dev Anand Teelucksingh:yes, as this would be the time when staff will be leaving for the Singapore venue
Dev Anand Teelucksingh:subject to Staff to confirm this date
Maureen Hilyard:Silvia what is the date of the second round of voting in Singapore? I know I've seen it but the actual date please?
Dev Anand Teelucksingh:tentatively Sunday 23
Silvia Vivanco:Thank you Dev!
Maureen Hilyard:thanks Dev
Dev Anand Teelucksingh:hmm, given it would be f2f, I'm more inclined to go for the paper route
Maureen Hilyard:I'd prefer secret ballot
Silvia Vivanco:correct Dev
Maureen Hilyard:Its not helping to have an even number of voters in order to prevent a tie
Maureen Hilyard:Random selection defeats the whole purpose of this long drawn out process
Maureen Hilyard:+1 Eduardo
Darlene Thompson:I hate random
Darlene Thompson:+1 Eduardo
Dev Anand Teelucksingh:- When there are two candidates remaining, there will be a vote of the electorate. Should one candidate receive greater than 50% of votes cast, that candidate will be declared the winner. If there is a tie, and if sufficient time remains, the BMSPC will run the tied election over again in case voter positions have changed
Maureen Hilyard:I go for paper vote
Heidi Ullrich:Will the first vote be f2f?
Heidi Ullrich:or the second and third rounds?
Eduardo Diaz:@heidi: first round will be virtual
Heidi Ullrich:thanks!
Eduardo Diaz:Its purpose if to reduce the l istt of candidates
Darlene Thompson:Good summary
Maureen Hilyard:OK.. the Action items are very clear as well.. thank you whoever is doing that
Maureen Hilyard:Good idea to have a legal observer to make sure that the whole process that WE are undertaking is proper
Heidi Ullrich:+1 Tijani!
Heidi Ullrich:@Tijani, how long will the first vote session on Sunday take?
Heidi Ullrich:We need to put it in the agenda
Maureen Hilyard:Yes Dev.. the timeframes are pretty tight to get all the information in, in time. Wiki should get everything down clearly
Maureen Hilyard:Disagree with a call with the candidates.. I think we should just be concerned with the electorate
Eduardo Diaz:And also we know most of them anyhow
Maureen Hilyard:There are several new ALAC members
Maureen Hilyard:perhaps we leave it up to the electorate themselves to find out about the candidates
Dev Anand Teelucksingh:the week of the March 10-14 will be important for possible RALOs to have a call possibly in camera to discuss candidates and/or to have a vote for the RALO chairs
Roberto:Sorry, I have to leave - bye all
Dev Anand Teelucksingh:bye Roberto
Maureen Hilyard:Bye Roberto
Heidi Ullrich:old hand!
Darlene Thompson:Sorry - VERY slow internet connection today
Heidi Ullrich:Staff have been in touch with Garth ad Glenn re the vote in NARALO
Heidi Ullrich:we'll follow up again today
Heidi Ullrich:We will do so for Euralo
Silvia Vivanco:will do Tijani
Silvia Vivanco:Ariel will send you the notes shortly
Ariel Liang:Yes will do
Ariel Liang:Thank you Tijani
Oksana Prykhodko:Heidi, could you pls find in EURALO Bylaws how to select replacement?
Darlene Thompson:Thank you!
Maureen Hilyard:Thank you Tijani
Oksana Prykhodko:Thank you very much, Tijani
Maureen Hilyard:and everyone else too.
Heidi Ullrich:Bye!
Silvia Vivanco:Thank you
Silvia Vivanco:Bye
