Overview

Prioritization continues to be critical in supporting the needs and demands of the ICANN organization’s (org) global community. Due to the large volume and complexity of implementation work resulting from policy and review work, there is a need for ICANN to prioritize the implementation work.

“Planning at ICANN” is one of the Operating Initiatives included in ICANN’s Five-Year Operating & Financial Plan. Its objective is to enable ICANN org to prioritize its activities with community input, to deliver our mission in the global public interest in both an efficient and cost-effective way. 

Prioritization Framework will cover major org-led initiatives (such as projects like the Information Transparency Initiative or the Naming Services Portal) and community-driven work (such as the various Policy Development Processes and implementation of their outcomes as well as Reviews, advice and their implementation). When completed, the Framework will be incorporated into the annual planning process. 

ICANN Org Planning Department will conduct a pilot project between March – April to test the draft framework with the community.

Action

The Planning Team is seeking feedback on the design of the Framework from all SOACs. For the GNSO community, the remit of the GNSO Council’s Standing Committee on Budget & Operations (SCBO) is very limited, such that it does not have the authority to represent the full interests of the GNSO community. The Planning Team engages directly with the GNSO SG/C leaders and their designated representatives for this particular feedback opportunity, facilitated by Policy staff via the GNSO-SG-C-leadership@icann.org mailing list.

The Planning Team had sought feedback on the design of the Framework from all SOACs, including through direct engagement with the GNSO SG/C leaders, followed by meetings with the Contracted Parties House, the CSG and NCSG. ICANN Org is expected to publish the draft framework based on the community’s feedback. ICANN Org will also initiate a pilot details will be posted as a blog on the ICANN website.
