Accountability and Transparency Review 3 (ATRT3)

The Accountability and Transparency Review is mandated by the ICANN Bylaws to examine ICANN’s execution of its commitment to maintain and improve robust mechanisms for public input, accountability, and transparency so as to ensure that the outcomes of its decision-making reflect the public interest and are accountable to the Internet community. 

GNSO Framework for Continuous Improvement Pilot Project

This is a new initiative managed by the GNSO Council but which will require participation and tracking by the SG/Cs e.g. as Subject Matter Experts assisting the Council Committee for Overseeing & Implementing Continuous Improvements, as participants in the pilot relating to review of GNSO Statements of Interest requirements, and to review the Framework after the pilot concludes to determine whether to continue with the effort.

Enhancing the Effectiveness of ICANN Multistakeholder Model (MSM)

The Board had proposed the development of an ongoing evaluation method, which can be connected to the evaluation of one of the five objectives in ICANN’s FY21-25 Strategic Plan: “Improve the effectiveness of ICANN’s multistakeholder model of governance.

The Noncom RIWG is proposing a number of changes to the ICANN Bylaws, including one to implement Recommendation 10 (“Representation on the NomCom should be re-balanced immediately and then be reviewed every 5 years”). The proposal will not change the total number of NomCom seats allocated to the GNSO community, but will permit the GNSO to revise how those seats are allocated across its various constituent groups.

Prioritization Framework

“Planning at ICANN” is one of the Operating Initiatives included in ICANN’s Five-Year Operating & Financial Plan. Its objective is to enable ICANN org to prioritize its activities with community input, to deliver our mission in the global public interest in both an efficient and cost-effective way. The Framework will cover major org-led initiatives (such as projects like the Information Transparency Initiative or the Naming Services Portal) and community-driven work (such as the various Policy Development Processes and implementation of their outcomes as well as Reviews, advice and their implementation).

Work Stream 2 (WS2) Recommendation Implementation

Based on the final report on Work Stream 2 (WS2) RecommendationsICANN org has prioritized WS2 implementation for FY22. The WS2 recommendations include a number that are directed at the community. These in turn include recommendations that each ICANN SOAC group is to consider, prioritize, and determine whether and how to implement, as well as recommendations that may require or benefit from cross-community coordination and prioritization. The WS2 work was part of the IANA stewardship transition, as described in the ICANN Bylaws.
