Update: - On 17 Nov, GNSO Council accepted the EPDP's Project Change Request (PCR) wherein the EPDP sought:
- To facilitate the implementation planning of the New gTLD Subsequent Procedures by bifurcating its work into two phases, with Phase 1 covering topics related to top-level IDN gTLD definition and variant management, and Phase 2 covering issues pertaining to second-level IDN variant management, and
- Due to the diversity and complexity of IDN issues, additional data collection needs, review of ICANN org input for draft recommendations, and public comment-related processes, a 31-month extension to the original project plan, with projection of the following key milestone dates:
- Publish Phase 1 Initial Report for Public Comment by April 2023
- Submit Phase 1 Final Report to the GNSO Council by November 2023
- Publish Phase 2 Initial Report for Public Comment by April 2025
- Submit Phase 2 Final Report to the GNSO Council by November 2025

| Second-Level Reference Label Generation Rule: Armenian, Cyrillic, Greek, Latin ICANN has developed four additional script-based reference Label Generation Rulesets (LGRs) for the second level in consultation with the relevant script communities. This aims to improve the transparency and consistency of the Internationalized Domain Name (IDN) table review process and to facilitate the registry operations of gTLDs. ICANN org seeks for feedback from the broader community on these LGRs.
NomComRIWG Proposed Changes to Bylaws and Standing Committee Charter Four (4) recommendations from the Nominating Committee Review require amendments to the ICANN Bylaws. For efficiency, they are grouped together with the draft NomCom Standing Committee Charter, so that the ICANN community and the ICANN Board can follow a single process for the entire group. Note: NomComRIWG is the Nominating Committee Review Implementation Working Group.
Final Report from the EPDP on Specific Curative Rights Protections for IGOs The ICANN Board seeks input on the GNSO Council’s June 2022, supermajority adoption of the EPDP Team’s Final Report on Specific Curative Rights Protections for International Governmental Organizations (IGOs). The inputs received will help inform the ICANN Board’s deliberations as they consider the GNSO’s adopted recommendations.
Improved GNSO Stakeholder Group and Constituency Charter Amendment Process The Generic Names Supporting Organization (GNSO) charter revision process has been updated to reflect the continuous evolution of the ICANN community, ongoing implementation of Specific Review recommendations, and the review role of ICANN Board. These improvements will streamline charter revisions and allow GNSO Stakeholder Groups and Constituencies to continue their focus on policy development.
Technical Check Review For IANA-managed zones, most notably for the root zone, a suite of technical conformance tests are conducted as part of the process of evaluating change requests. IANA expects to conduct a general community consultation on the scope and definition of these tests to inform future evolution of its operational practices. The current tests were defined based on a prior community engagement exercise.
Initial Report on the ccNSO PDP Review Mechanism The ccNSO Policy Development Process (ccPDP) working group tasked with developing a review mechanism for decisions pertaining to the delegation, transfer, revocation, and retirement of ccTLDs, will publish its Initial Report to seek community feedback. This ccPDP is the second part of the third ccNSO PDP. The first part, on the retirement of ccTLD, was concluded in September 2021. |
