Background documents and WG deliberations on Category C

This page contains documents that the WG took into account in its deliberations on Category C of its Charter questions. The WG's Initial Report summarizes the two different positions taken by WG members on the issue of whether registrants of domain names that are associated with online financial transactions should be prohibited from using privacy or proxy services, and includes two Additional Statements on the matter submitted by several WG members. The WG will consider all public comments received in formulating its final views for the Final Report.
