  Cheryl Langdon-Orr:See what wer got in  *again this year*  from the RALO's  is requests for  GA's (incl capacity Building  F2F Meetiungs  when either  ICANN Meetings  are in Region  OR where MAJOR Internet Meetings  occur (e.g. an IGF  or Regional IGF)   as well as  funding request for outreach activities (all promoting  ICANN and new gTLDs  etc., at the same time...
  Cheryl Langdon-Orr:The  'ongoing  budget  re occurring  from ICANN is  inclusive aof our  normal staff support  and the attedance of the ALAC  and cor budget actovities  8THE CURREN BLACK BOX BIT8 (and  2 RALO reps)  at ICANN Meetings
  Cheryl Langdon-Orr:GA's  Regional Outreach  and  associated  cpacity Bld  is what the aRALOs need  as 'routine' and  planned for  medium to loing term  
  Cheryl Langdon-Orr:these are  core activities  fro RALOs  and  yet  are complementary ( in the outrach and co located  opportunities in non ICANN meetings
  Charles Mok:The problem is that the core activities are not enough for At Large to do a good job, or to accomplish my core goals.

  Cheryl Langdon-Orr:This is an example  where a RALO request  shows  clear  benefoit  to all At-Large Regions  and beyind into other ICANN comstituencies  and communities  the Fellows   would be a natural  link here  as they dive deeper into ICANN  and there is use of course to even GAC and other participants... of  such a resource build out  ICANN wide

  Sivasubramanian M:and another is the cost of course development, sometimes it is internal staff and community member time, in some cases external help may be required to "design" the courses

  Sivasubramanian M:What is rotuinely allotted to the advisory committees and constituencies (cost of staff support and cost of participation in icann meetings) ould be thought of as "fixed cost"

  Sivasubramanian M:Over and above that, there is a variable cost, cost of "operations" at the RALO level, so the base line that Ganesh talked abotu could be though of as a baseliine  for this 'variable"cost  
  Heidi Ullrich:There are core costs, Siva. These requests are for additional activities.
  Sivasubramanian M:It does not exxactly fit into the classification, but for 'variable' cost, there requires to be a base line, a base figure
  Cheryl Langdon-Orr:Yes we are ALL  Cart before horse  here  we recognise that\
  Sivasubramanian M:the zero base is not good for that
  Cheryl Langdon-Orr: our  Roadmap is of course a way of  transitioning the horse in front of OUR  At-Large  cart ;-)
