The At-Large Advisory Committee (ALAC) Rules of Procedure (RoP) [tinyurl.com] paragraph 7.1 provides that: 

7.1  The ALAC may from time to time appoint individuals to represent the interests of the ALAC and the At-Large Community, to act on behalf of the ALAC or to meet other specific obligations, to various bodies within or outside of ICANN. Such individuals will be referred to in these RoP as Appointees, and the body to which they represent the ALAC referred to as the Target Group (TG).

Among such ALAC Appointees are four formal ALAC Liaisons to two other Advisory Committees (ACs) and two Supporting Organizations (SOs), namely:

  1. The ALAC Liaison of the Governmental Advisory Committee (GAC);

  2. The ALAC Liaison to the Security and Stability Advisory Committee (SSAC);

  3. The ALAC Liaison the Generic Names Supporting Organization (GNSO) Council; and

  4. The ALAC Liaison to the Country Code Names Supporting Organization (ccNSO) Council.

These 4 Liaisons perform exceedingly strategic roles for the ALAC as they act the conduit between the ALAC and four considerably important Target Groups vis a vis the At-Large community. While equally important, each of the 4 Liaisons, have varied responsibilities which may in turn demand differing skills and time commitments, and even the right temperament, to achieve goals ranging from keeping both the ALAC/At-Large and the 4 Target Groups are generally aware of each others' work, to ensuring the ALAC's agenda and/or positions on issues are transmitted to each of the Target Group as needed, to facilitating collaborations to amplify the end-user voice, and more. 

Whether you just want to better understand the scope of work of these four ALAC Liaisons, or are aspiring for selection as an ALAC Liaison in the future, please join us for a series of planned Fireside Chats which will continue into 2026. And to kick off the series, two At-Large Fireside Chats with the ALAC Liaison to the GNSO, Justine Chew, have been scheduled for Tuesday, 16 December 2025 at 19:00 UTC and Thursday, 18 December 2025 at 13:00 UTC.

These briefings form part of the FY2026 At-Large Capacity Development Initiatives.

Justine Chew has served as the ALAC Liaison to the GNSO since October 2021, where she provides input of the ALAC and At-Large in matters of interest overseen by the GNSO Council.  She provides reports of GNSO Council meetings to the ALAC, and regularly discusses GNSO Council’s work with the CPWG.

Justine served as the At-Large liaison on Subsequent Procedures in 2018-2021, and as Vice-Chair of the Internationalized Domain Names Expedited Policy Development Process (IDNs EPDP) during Phase 1 of that EPDP in 2021-2023.

She is also serving a third term on the ALAC, having been elected by APRALO for the 2025-2027 term, and selected by the ICANN Nominating Committee to represent the AAPAC Region for 2023-2025, a role which she first held in 2019-2021. Justine is currently Chair of the APRALO Policy Forum, and is ALAC co-Vice Chair for 2023-2026.
