Recommendation #33 –Request to GNSO for further work on Transfer Dispute Resolution Policy and Potential New Dispute Mechanism - The working group recommends the GNSO request an Issues Report or other suitable mechanism to further research and explore the pros and cons of (i) expanding the TDRP to registrant filers and (ii) creating a new standalone dispute resolution mechanism for registrants who wish to challenge improper transfers, including compromised and stolen domain names. There remains a need for an intermediary mechanism to remedy unauthorized transfers between ToS claw backs and litigation as well as other issues as may be identified by the GNSO.
GNSO-TPR WG recommendations to Change of Registrant Data (Rec #25-28)
Steinar's recommendation is in favor of eliminating Section II from the Transfer Policy; instead, the working group recommends that a standalone “Change of Registrant Data” policy MUST be established, existing outside of the revised Transfer Policy. For the avoidance of doubt, the working group is not recommending a new PDP to establish this standalone policy; instead, the working group is recommending the Change of Registrant Data Policy be created as part of the implementation of these policy recommendations.

Post the Board adoption of the 2026 Round Applicant Guidebook (AGB) on 30 Oct 2025, the remaining changes to the AGB are expected to be in respect of: TMCH Specification, Base RA Spec 14, Name Collision Procedure Document. Also the DRSP Rules and Fees by 15 Dec 2025, and FAQs related to PICDRP, RRDRP, and TM-PDDRP by Feb 2026.
Resolved (2025.10.30.12), the ICANN Board adopts this version of the New gTLD Program: 2026 Round Applicant Guidebook, and directs the President and CEO, or his designee(s), to publish the Guidebook, including the addition of the dispute resolution service providers' rules, no later than 30 December 2025. The President and CEO, or his designee(s), is authorized to make changes to the Guidebook adopted on this day as necessary, so long as such changes do not alter or affect the Guidebook's principles and core policies that were considered and approved by the Board concerning the next round.
The ICANN Board directed the ICANN organization (org) to initiate a community consultation on Public Interest Commitments and Registry Voluntary Commitments (PICs/RVCs) to ensure that the draft framework for implementing recommendations related to PICs/RVCs is consistent with the ICANN Bylaws.
Proposed Updates to the Trademark Clearinghouse Requirements CPWG
This Public Comment proceeding seeks input on proposed updates to the Trademark Clearinghouse Rights Protection Mechanism Requirements (TMCH Requirements). Updates include the implementation of Sunrise Final Recommendation #8 from Phase 1 of the RPMs Policy Development Process, technical revisions and alignment with the Next Round Base gTLD Registry Agreement.
Proposed Updates to the Registry Transition Processes CPWG
ICANN is opening a Public Comment on the Registry Transition Processes (RTP), which is an ancillary document incorporated by reference in the base gTLD Registry Agreement (Base RA). The proposed changes are intended to account for policy recommendations on variant top-level domains (TLDs) and updates to current terminology and practices. The proposed RTP will apply to TLDs operating under both the current Base RA and the 2026 Base RA.
Proposed Next Round Base gTLD Registry Agreement - Spec 14 (Variant TLDs) CPWG
Specification 14 is a component of the proposed 2026 Base gTLD Registry Agreement that ICANN is preparing for the upcoming New gTLD Program: 2026 Round. The proposed Specification 14 includes registry operator obligations and requirements for variant TLDs. ICANN is opening a Public Comment proceeding to garner community feedback following the recent ICANN Board resolution.
Draft PTI FY27 Operating Plan and Budget OFBWG
ICANN is holding a Public Comment proceeding to obtain community feedback on the Draft Fiscal Year 2027 Operating Plan and Budget for Public Technical Identifiers (PTI). PTI is an affiliate of ICANN and, through contracts and subcontracts with ICANN, is responsible for the operations of the IANA functions. The ICANN Bylaws and PTI Bylaws require the preparation and adoption of an Annual PTI Operating Plan and Budget prior to the start of each fiscal year.
The Annual OP&B sets forth the focus of effort and organizational commitment for the current fiscal year. The ICANN Bylaws require the preparation and adoption of a Five-Year Operating and Financial Plan and Annual OP&B for ICANN and IANA prior to the start of each fiscal year.
