The Public Consultation provides a template for input in Docx format. Unfortunately, restrictions on the document appear to make it impossible to cut/paste its contents. Parts of the document template appear to be locked and some parts have pull-down menus. It also appears to be impossible to insert comments (using document review) in the document itself.
