Timing of Regular Calls:
The times of the regular calls of the BCEC will rotate. The next call will begin two hours later.
Revision of Documents:
The ABSdt will re-convene within 7-10 days to incorporate comments from the ICANN legal department into the following documents:
Comments on ICANN Legal on the various ABSdt documents
Draft BCEC operating principles
Draft Statement of Interest
Draft Confidential Applicant Reference Form
Mandatory and Desirable Applicant Criteria
C. Langdon-Orr will ensure that H. Xue passes information on to W. Kleinwaechter.
It was noted that it was important that the applicant inform the reference which of their skills should be highlighted.
Due Diligence:
C. Wilkinson raised the question of who will pay for the cost of the due diligence process for the At-Large Director applicants.
C. Langdon-Orr noted that as the BCEC will likely bring a slate of 5-7 candidates forward, it is in the best interest of ICANN to ensure they have solid backgrounds.
Staff were asked to review ALAC review Improvements budget to confirm whether there were funds to cover the due diligence of the At-Large Director candidate.
Question of generic email address for potential candidates to ask questions:
The members of the BCEC supported the idea that there be a generic email address for potential candidates to ask questions.
Staff will send a generic e-mail address to the BCEC list.
It was noted that it would be difficult if an e-mail received several different replies. Who will manage the responses?
The BCEC resolved that the group will discuss the particular response to an applicant on the closed BCEC list. However, the Chair of the BCEC will have responsibility of responding.
As the BCEC will work by consensus, when an applicant raises a question, C. Langdon-Orr will compile a draft response which will be sent to the list for review. If a response takes longer than 24 hours, the applicant will get a repsonse that the question is being discussed by the BCEC.
There was a request from chair to the other members of the BCEC to please inform the other members of the BCEC when you will be out of e-mail contact for any length of time (i.e, 24 hours).
Future calls:
Calls at the moment won't need to be held that often. However, once the calls for applicants have gone out, there will likely be the need for weekly calls.
The next call will be held at 22:00 UTC in 4 May. The following call will be held at 20:00 UTC.
Drafting of SOI:
C. Langdon-Orr set out two options: 1) drafting on the call; 2) small work team to draft the document.
If members did not wish to wordsmith at the meeting, it was suggested that perhaps one person from each region could join the WT.
Staff will create a wiki space for the draft SOI.
