The ICANN Global Public Interest Framework (GPIF) is a set of guidelines developed to help the ICANN community understand how ICANN Board decisions relate to the global public interest. It was designed to facilitate a bottom-up, multistakeholder approach to identifying the public interest in decisions, but not to change how those decisions are made. The framework underwent a pilot program - completed in October 2023 - and now offers a toolkit - the GPIF Checklist - for community groups to use voluntarily (see: ICANN wiki).

Join the APRALO Policy Forum Webinar on 24 November 2025 at 06:00 UTC for 60 minutes, where Barkha Manral will be inviting Avri Doria, a co-chair of ICANN’s Review of Reviews Cross Community Group (RoR CCG), co-chair of the At Large Consolidated Policy Working Group (CPWG) and former ICANN Board Member, to discuss the GPIF, and where participants can expect to gain an understanding of:

  • The origins of the Global Public Interest Framework (GPIF): why it was developed, how it works.

  • How the ICANN Board has used the GPIF in its decision-making.

  • How the At-Large community can leverage the GPIF in its own policy and advocacy work.

  • Opportunities to evolve and shape the future application of the GPIF.

Avri Doria is an independent researcher based in Providence RI, USA who works with multiple Internet and digital technology stakeholders. She served on the UN Working Group on Internet Governance (WGIG) and the UN Working Group on Enhanced Cooperation I (WGEC). She served as a member of the Internet Governance Forum (IGF) Secretariat and later was a member of the IGF Multistakeholder Advisory Group (IGF MAG). 

As a technologist, she has been involved in the development of Internet protocols and architectures for over 30 years; was chair of the Internet Research Task Force Routing Research Group (IRTF-RRG),  was a founder and co-chair of the Research Group on Human Rights Protocol Considerations (IRTF-HRPC), and  has served on the Internet Research Steering Group (IRSG). She is currently a member of the Internet Engineering Task Force (IETF) Ombudsteam. 

She has been active in ICANN policy, was chair of the GNSO Council and served as a member of the ICANN Board. She is currently serving as one of the co-chairs of ICANN’s Review of Reviews (RoR CCG)  and as co-chair of the At-Large Consolidated Policy Working Group (CPWG). In 2024 Avri was appointed to the Freedom Online Coalition - Advisory Network (FOC-AN). Avri was awarded the ICANN Multistakeholder award in 2014. She teaches and writes on the subject of multistakeholder models as well as technical topics.

Barkha Manral is a three-time Internet Corporation for Assigned Names and Numbers (ICANN) Fellow (ICANN78, ICANN80, ICANN83), an active member of the Asia‑Pacific Regional At‑Large Organization (APRALO), and deeply engaged in youth internet-governance initiatives — including her roles with the Youth Internet Governance Forum India (YIGF-India) Organising Committee and the Asia Pacific Internet Governance Academy (APIGA) India. She also founded the India Internet Research Organisation (IIRO) and works at the intersection of tech, policy and inclusive digital empowerment, particularly for women and under-represented youth.
