Seat 15 of the ICANN Board of Directors is dedicated to a member selected by the At-Large Community. The 2025-2026 At-Large Board Member selection cycle will select a Board Member for a three year term starting at the end of the 2026 AGM. This workspace includes the timeline, requirements, and selection activities related to the process of applying and selecting the Seat 15 Board Member.

Justine Chew nominated as At-Large Seat 15 Director
Justine Bee Ling CHEW is Advocate & Solicitor of the High Court of Malaya, practicing in Kuala Lumpur, Malaysia. She holds bachelor degrees in Law and Economics, and a Masters in Business Systems, all from Monash University, one of Australia's leading tertiary institutions. She presently has specific interests in the intersection of the legal and technology fields, focusing, in particular, on governance for legal technology, artificial intelligence, and regulatory sandbox initiatives.
Justine’s participation in ICANN began in 2012, via the ICANN At-Large new gTLD Review Group. She has since actively engaged in many other ICANN working groups. These include the GNSO Policy Development Process Working Groups on Subsequent Procedures, Review of All Rights Protection Mechanisms in All gTLDs Phase 1, even serving as Vice-Chair of the EPDP on Internationalized Domain Names (IDNs) Phase 1, before going on to serve as the At-Large Representative to the Next Round Implementation Review Team, all of which has gained her due recognition as an At-Large policy advocate and leader.
Justine has been an APRALO Unaffiliated Individual Member since January 2017, and has gone on to serve as a two-term APRALO Member on the ALAC, both times through selection by ICANN’s Nominating Committee. She currently serves as an ALAC Co-Vice Chair, the ALAC Liaison to the GNSO, and as an ALAC Member selected by APRALO.
Announcement of the Results of the At-Large Seat 15 Director Selection

Dear All,
On behalf of Alan Greenberg, Chair of the Board Member Selection Process Committee (BMSPC), we are announcing the final election result of ICANN Board Director (Seat #15) selected by the At-Large Community. The nomination will be sent to the Empowered Community for the formal appointment of the Director as per the ICANN Bylaws.
The At-Large Community's ICANN Board Director selection process was a six-month effort and officially ended on 19 February 2026. Justine Chew has been selected by At-Large as the successor of León Felipe Sánchez Ambía and will begin her three-year term as an ICANN Board Director at the end of ICANN87 (22 October 2026).
The selection process began in September 2025 and started with the formation of two At-Large committees tasked with managing the timeline, calling for and evaluating the candidates, and organizing the final election.
Four Expressions of Interest for the position were received, of which all were deemed eligible. The candidates were Sébastien Bachollet, Justine Chew, Maureen Hilyard, and Rafael (Lito) Ibarra. Before the election took place, the At-Large Community was given several opportunities to ask questions to the finalists, both verbally and in writing, to make an informed choice.
The final selection was made by the fifteen (15) members of the At-Large Advisory Committee and the five (5) Regional At-Large Large Organization Chairs with the involvement of the At-Large Community.

Announcement of At-Large Slate of Candidates for Seat 15 of the ICANN Board - sent 16 January 2026
Dear All,
On behalf of the At-Large Board Candidate Evaluation Committee (BCEC), and in accordance with the agreed schedule for the At-Large Board Member Selection Timeline, we are pleased to announce the slate of candidates for consideration in filling Seat #15 of the ICANN Board. These candidates have passed the initial BCEC evaluation and were approved on its call of Thursday, 15 January 2026.
The BCEC met 15 times and undertook a comprehensive review of all submitted Expressions of Interest, applying a weighted scoring methodology that incorporated both core mandatory criteria and qualitative assessments. Each applicant participated in a 45‑minute interview covering topical, situational, and personal dimensions. All candidates deemed suitable for the slate successfully completed the ICANN Due Diligence Process.

Applicant Information
Please read the 2025-2026 Board Seat Candidate Requirements for applying for the ICANN Board Director position selected by the At-Large Community.
Once a request for an Expression of Interest (EoI) Form has been received and processed by the authorized BCEC Staff, the remainder of the process occurs within an EoI Form and RESTRICTED space on the wiki for evaluation. Each Candidate will complete the single EoI Form containing Profile Sections and an Application Section.
Nomination Process
The BCEC will review all Expressions of Interest and identify those applicants that would make an excellent Director.
RALOs will have an opportunity to add additional applicants to the final candidate slate.
ALAC and RALO Chairs vote to select the incoming Seat 15 occupant.
The ALAC Nominated candidate is sent to the ICANN Empowered Community to seat the director.
