Accountability and Transparency Review 3 (ATRT3)

The Accountability and Transparency Review is mandated by ICANN Bylaws Section 4.6(b) to examine ICANN’s execution of its commitment to maintain and improve robust mechanisms for public input, accountability, and transparency so as to ensure that the outcomes of its decision-making reflect the public interest and are accountable to the Internet community. 

Work Stream 2 (WS2) Recommendation Implementation

Based on the final report on Work Stream 2 (WS2) RecommendationsICANN org has prioritized WS2 implementation for FY22. The WS2 recommendations include a number that are directed at the community. These in turn include recommendations that each ICANN SOAC group is to consider, prioritize, and determine whether and how to implement, as well as recommendations that may require or benefit from cross-community coordination and prioritization. The WS2 work was part of the IANA stewardship transition, as described in Section 27.1. of the ICANN Bylaws.

Enhancing the Effectiveness of ICANN Multistakeholder Model (MSM)

The Board had proposed the development of an ongoing evaluation method, which can be connected to the evaluation of one of the five objectives in ICANN’s FY21-25 Strategic Plan: “Improve the effectiveness of ICANN’s multistakeholder model of governance.”

Nominating Committee Review Implementation Working Group (Noncom RIWG)

The Noncom RIWG is proposing a number of changes to the ICANN Bylaws, including one to implement Recommendation 10 (“Representation on the NomCom should be re-balanced immediately and then be reviewed every 5 years”). The proposal will not change the total number of NomCom seats allocated to the GNSO community, but will permit the GNSO to revise how those seats are allocated across its various constituent groups.

GNSO3

The ICANN Board has deferred commencement of the third GNSO Review. As part of implementation of the recommendations from the third Accountability & Transparency Review (ATRT3), the Board has also directed ICANN org to develop a pilot relating to a more holistic review of ICANN’s community structures.

CCTRT

The Competition, Consumer Trust and Consumer Choice Review examines the extent to which the introduction or expansion of gTLDs has promoted competition, consumer trust and consumer choice. It will also assess the effectiveness of the application and evaluation processes, as well as the safeguards put in place by ICANN to mitigate issues involved in the introduction or expansion of new gTLDs.

SSR2

The Second Security, Stability, and Resiliency Review is mandated by ICANN Bylaws Section 4.6(c) to examine how effectively ICANN is meeting its commitment to enhance the operational stability, reliability, resiliency, security and global interoperability of the systems/processes (internal/external) that affect the Internet's unique identifiers.

RDS/WHOIS2

Subject to applicable laws, ICANN shall use commercially reasonable efforts to enforce its policies relating to registration directory services and shall work with Supporting Organizations and Advisory Committees to explore structural changes to improve accuracy and access to generic top-level domain registration data, as well as consider safeguards for protecting such data.
