    1. Overview: There are different concerns about anonymous law enforcement requests and their reporting (both publicly and as statistics). We have different views in our NCSG. Let's discuss and come up with a position!  (30 mins)
  4. Applicant Support Hard work of NCSG since ICANN 77: Past and present comments/Upcoming Events -  a discussion by Pedro of two important NCSG comments written (one still under review!):  
    1. Applicant Support metrics 
    2. Rights Protection Mechanisms (RPM) Working Group’s recommendations and concerns with the plans for their implementation by the RPM Implementation Review Team (RPM IRT). Pedro (12 minutes)
  5. A New Idea in Council: What is the Council Subpro Small Team, who is on it, and what is it doing? Tomslin (5 minutes)
  6. Applicant Support Part I - the "additional supports" of legal, business and technical advice, counseling, and application writing - Kathy & Tomslin

      1. Overview: We (NCSG) have a long history of leadership in this area. The unhappy results of the First Round of New gTLDs in 2012 show that we truly must do more. The Subpro WG adopted a Recommendation for 17.2 for a wider array of “Applicant Support,” not just reduction of the high New gTLD Application fees, but also legal, business and other support for planning a sustainable new gTLD, preparing and writing the Application. Everyone in ICANN agrees, even the SubPro WG and SubPro Small Team. The only problem is some legitimate concerns by the Board about a) fiduciary responsibility (direct responsibility for any advice/counsel due to direct payments by the Board) and b) unlimited funds because we do not know if 100 or 1 million needy applicants will apply).

        1. Kathy: NCSG and ALAC have presented good ideas for addressing the Board concerns and going forward. Members will hear about these proposals and how NCSG and ALAC are exploring working together to bring forward these ideas to help address the Board's concerns with input and discussion, and encouragement to attend follow-up session at NCUC's 20th Anniversary Issues Forum on Wed.
