It provides grants through e.g. its Internet Hardening Fund, DNSSEC Fund and a competitive open call. One noteworthy organisation worth mentioning separately is NLnet Labs, which was set up as a legally and organisationally independent foundation in 1999 to develop Open Source software and open standards for the benefit of the Internet. The governance of NLnet Labs (which may occasionally be in contracts with ICANN due to for instance its unique expertise in relevant standards such as DNSSEC and BGP, as well as its maintainership of critical infrastructure components) in no way linked to the governance of NLnet Foundation. The relationship between NLnet Foundation and NLnet Labs at present is purely that of an (external) rantmaker. As a registered charity dedicated to the internet since 1989, NLnet likely has received donations from quite a few organisations and people with a financial relationship or contract with ICANN. Among the many projects funded through grants there are certainly organisations such as Internet Software Consortium, Sinodun, Internet Society, Viagenie etc that have a financial relationship or contract with ICANN. Yes If the answer is “yes,” please describe the material interest in ICANN GNSO policy development processes and outcomes: Our main material interest is that ICANN has a significant operational surplus which could be spent alleviating the pressure on our own funds. There is a significant overlap of interests between e.g. our Internet Hardening Funds and DNSSEC Fund on the one hand, and ICANN on the other. NLnet gets many more excellent and important proposals from independent researchers and developers than we have budget for.
